It explores the nexus between power, high technology, development, and authoritarianism situated in the Southeast Asian context. The book discusses how the New Order regime shifted from the developmental state to the technological state, which was characterized by desire for technological supremacy. The process resulted in the establishment of a host of technological institutions and the undertaking of large-scale high-tech programs. Shedding light on the political dimension of socio-technological transformation, this book looks at the relationship between authoritarian politics and high technology development, and examines how effectively technology serves to sustain legitimacy of an authoritarian power. It explores into multiple features of the Indonesian technological state, covering the ideology of development, the politics of technocracy, the institutional structure, and the material and symbolic embodiments of high technology, and goes on to discuss the impact of globalization on the technological state. The book is an important contribution to studies on Southeast Asian Politics, Development, and Science, Technology, and Society (STS).

In the mid 1960s it was one of the poorest countries in the developing world, but by the 1990s it had joined the group of Asian 'tiger' economies. This set of essays examines the record of industrialization, which has been central to Indonesia's rapid development. Successive sections provide an overview of the industrialization process, case studies of selected industries, the contribution of foreign investment and technological development, the role of small-medium industry, and a range of industrial policy issues. The East Asian High-Tech Drive argues that to maintain the growth momentum, the more advanced East Asian economies need to pay particular attention to policies designed to upgrade their industrial capabilities. The authors argue that effectively functioning institutions, predictable commercial policies, investments in human capital and infrastructure, openness and macroeconomic stability are essential for growth and technological development. Regarding the two lower income economies in the sample, Indonesia is found to have the smallest improvement in the skill intensity of its exports, while the Philippines has registered the slowest economic growth. For both countries, industrial upgrading issues are not as imperative as achieving or regaining rapid, labour-intensive growth as both recently experienced major political instabilities.

Southeast Asia's economic development over the last decades has been impressive. Most of the region achieved consistently high growth rates accompanied by significant structural transformation and industrialization, poverty alleviation and improvements in their overall standard of living as indicated by such social indicators as greater longevity, more widespread delivery of basic education and lower infant mortality rates. However, the crisis that struck Southeast Asia in 1997 had severe economic, social and political consequences in the region. It also threw into doubt the future economic prosperity of the countries in Southeast Asia and raised intriguing questions about the quality of their institutions and their approach to economic development. Sjöholm and Tongzon argue that the economies of Southeast Asia need to reform their institutions if the previous rapid development is to continue. The institutional weaknesses have been addressed to different degrees and with different success in the affected countries. Against the backdrop of Southeast Asia's importance in the world economy, it is hardly possible to overestimate the need to understand this process of change.

At the beginning of a new century and amidst the turmoil of a new democracy, a historical perspective on modern Indonesia is needed more than ever. This innovative economic history connects back to the colonial era and helps to explain why the transition from colonialism to Independence and from the New Order to democracy has been so difficult and sometimes traumatic. The Emergence of a National Economy identitifies three grand themes in this transformation: globalisation, state formation and economic integration. Globalisation affected the Indonesian archipelago even before the arrival of the Dutch—the New Order experience was only the most recent wave. Modern state formation began in Java under Governor-General Daendels (1808-11) and culminated in the centralised, military-bureaucratic state of Soeharto's New Order (1966-98). A national economy emerged gradually from the 1930s as the Outer Islands were reoriented towards an industrialising Java. These three themes link chronological chapters from the pre 1800 period through the modern colonial era to the breakdown of the colonial system after 1930, the birth of modern Indonesia, the remarkable economic transformation under the New Order, and the 'meltdown' during the Asian crisis of 1997/98. This overarching story gives a unity and rythm to Indonesia's modern history, while helping to explain why the future is likely to be different. The four authors—senior scholars from Australia (Howard Dick), Germany (Vincent Houben), the Netherlands (Thomas Lindblad) and Indonesia (Thee Kian Wie)—draw on a very wide range of sources to combine the insights of history, economic history and economics.
