The Chairman asked for recommended solutions to problems identified in our February 1978 report entitled 'Controls Are Needed Over Indian Self-Determination Contracts, Grants, and Training and Technical Assistance Activities To Insure Required Services Are Provided to Indians' (CED-78-44, Feb. 15, 1978). In our February 1978 report was stated that the Bureau of Indian Affairs (BIA) did not have adequate control over contracts, grants, and technical assistance activities authorized by Title I of the Indian Self-Determination and Education Assistance Act. We agreed to determine if the situation has improved at BIA and if other Federal agencies are having the same problems. (Author).
