To this end, the study outlines India's growth rate, improved social indicators, and poverty reduction since the 1970s, but specifies that, despite this progress, poverty is a serious concern, where social indicators remain below comparator countries. Human development is examined, focusing on social indicators, stating the delivery of health and education is fraught with limited accountability for performance and with low management capacity. Governance is critical to development, but the country's inadequate and adverse factors hinder the development of public administration, instead, performance incentives, and accountability within a downsized civil service, effective financial management, and decentralization should be pursued. Infrastructure should attract private investments, but the perverse impact of subsidies preclude the provision of private services. However, regulatory agencies are imperfect alternatives to competition, but corporatization would be an essential step in attracting the private sector. The study further reviews deregulation to increase trade growth and improve labor market flexibility. Conclusions call for reforms, arguing it would lead to higher growth, favorable balance of payments, and further capital inflows, including foreign direct investments.

Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.

Book excerpt: The report analyzes India's continued good progress in increasing incomes, and improving living standards over the past decade, which after the setback associated with the 1991 balance of payments crisis, economic growth picked up, income poverty continued to decline, and many social indicators, in particular literacy, continued to improve. Likewise, there has been an opening to private activity, trade policy and the exchange rate regime have been further liberalized, and capital markets have been reformed, leading to an improved investment climate. Nonetheless, development progress has been steady, but uneven, while in addition, the recent growth deceleration was accompanied by a slowdown in investment, especially in the private sector. The fiscal position of the general government has now also deteriorated, with a rising budget deficit, the result of a significant increase in government consumption, and continued low revenue mobilization. But at the same time, prudent monetary policy has helped contain inflation, and strengthen the balance of payments. Based on this analysis, fiscal reforms are needed in taxation, financial, social, as well as for fiscal management. The report also reviews the delivery of public services, showing the need to access effective social safety nets, i.e., social services that require increasing the level, but more importantly the quality of public expenditures in these areas. This in turn requires improving the governance and productivity of India's civil service, and the pressing problem of affordability. An effective program of civil service reform should include measures to achieve the following three objectives: improve access to information; strengthen accountability; and, reduce political interference. Of special concern, are the weaknesses in the service delivery of social sectors: education, health and social safety nets, and, it has been argued that decentralization, and local empowerment will ultimately improve the quality of service delivery at the village level. To this end, the report suggests improving the investment climate, with a special look at infrastructure development, while promoting rapid agricultural, and rural growth given its importance in the socioeconomic, and political fabric of India, through productivity-enhancing investments. Continued progress on poverty reduction will require a major push to reinvigorate the reform agenda.
