Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China’s Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian politics.

The situation demonstrates the interplay between maritime nationalism and geostrategic rivalry; fuelling militarisation and endangering freedom of navigation, over-flight and exploitation of natural resources. China’s dedicated "terraclaims", land reclamation and island-building spree – enhanced with military surveillance, communications and logistics infrastructure-building in the form of port facilities, military installations and airstrips – have escalated these tensions. China declares that these territories are an integral part of its "core interests", taking an uncompromising stance on the question of sovereignty and its determination to protect the domain militarily. India, although not a South China Sea littoral state, sees both the general principle of the rules-based order and the specific issue of navigation between the Indian and Pacific Oceans as core to its own national interest. Chakraborti and Chakraborty assess the rationale and implications of India’s strategies and responses vis-à-vis the South China Sea dispute, and their impact on its overall "Act East" initiative in Southeast Asia policy. They also analyse the implications of India’s stance on the Association of Southeast Asian Nations (ASEAN), five member-states of which (Brunei, Indonesia, Malaysia, the Philippines and Vietnam) are involved in territorial disputes with China in the South China Sea. The analysis focuses on the administrative tenures of both the United Progressive Alliance from 2004 until 2014 and the National Democratic Alliance from 2014 onwards.

Indian Ocean, third largest ocean in the world surpasses the Atlantic and Pacific Oceans as the world’s largest and most strategically significant trade corridor. Indian Ocean Region (IOR) which is surrounded by Africa, Asia and Australia serves as a maritime highway, linking trans-continental human and economic relationships. Being the world’s most populated region, one third of the world’s bulk cargo and around two thirds of world’s oil ship tankers pass through it. China’s interest in the Indian Ocean Region (IOR) can be traced back to the early 1960s. Ever since Beijing has been increasingly deepening its presence in the IOR for a variety of reasons—oil, trade, security, etc., over 30 per cent of China’s seaborne trade worth about US $300 billion transits across IOR. Sharing a quarter of the world’s population, China faces ever increasing demand for energy. China has little choice but to look beyond its borders for its energy needs. About 77 per cent of its oil imports are sourced from West Asia and Africa and these are transported through the Indian Ocean. Thus China’s dependence on the Indian Ocean continues to grow for energy imports from the Gulf, to import resources from Africa and trade with Europe. With China steadily spreading its footprints in the Indian Ocean Region with increasing military presence and with the rapidly growing Navy being equipped with warships, destroyers and nuclear submarines, this book analyses in depth growing Chinese influence in Indian Ocean Region (IOR), Geopolitical interests of China, Security and Economic implication for India. Tibet in realistic terms better and more precisely described as China Occupied Tibet has emerged as Chinas Core Issue and drives Chinas intractability in resolution of the China-inflicted boundary dispute and territorial grab of large tracts of Indian Territory. Though officially unstated, but equally true, Tibet is also a Core Issue for India, strategically. Tibet is civilisationally, culturally and spiritually more closely linked to India than China. The dimensions of China-India military confrontation stand radically transformed in the 21st Century with the insertion of the nuclear and maritime dimensions diluting Chinas coercive capabilities against India. The 21st Century is likely to witness an intense Cold War between China and India which most likely could be subsumed in the evolving Cold War II between China and the United States. Contextually, the United States can no longer afford to continue as passive spectator of the China-India military confrontation in the 21st Century. Evolving geopolitical compulsions and imperatives would ultimately force the United States to dispense with its strategic ambiguities on China and Pakistan and push the United States to stand-by India in the intensifying China-India military confrontation. Such a game-changer would ensure that the United States not only stands on the right side of history but also ensures the continued strategic embedment in Indo Pacific Asia of the United States, with Indias strategic support. Book excerpt: While the strategic dynamics in the IOR are complex and involve many powers there is little doubt that the “strategic triangle” involving the US, China and India is one of the key traditional security issues facing the IOR. Given Sri Lanka’s geopolitically significant location in the IOR this strategic triangle is bound to have an impact on its national interests and security. The central questions raised by this volume are the following: What are the prospects of competition and cooperation within the strategic triangle? What structure or pattern will the triangular relations assume? How can stability be maintained in the triangular relationship in the interest of peace in the IOR? and What would be the impact of this strategic triangle on a small country such as Sri Lanka situated in a geopolitically significant location in the IOR? The dynamics of the US-China-India strategic triangle in the IOR will be complicated, containing elements of both competition and cooperation. The research contained in the substantive chapters of this volume present a multiplicity of views on the possible patterns that the strategic triangle can assume. Based on Harry Harding’s typology of the strategic triangle in international affairs, these include: one mediating the conflict between the other two; two-against-one; and all-working-together. The multiplicity of patterns that the strategic triangle could assume indicate that there is likely to be considerable fluctuation in its structure. What is important in maintaining stability is that the competition is not allowed to become unmanageable, and the fostering of cooperation based on common interests. The US-China-India strategic triangle poses Sri Lanka as a country situated in a geopolitically significant location in the IOR with both challenges and opportunities. The most fundamental challenge is posed by the tendency of each of these three major powers to subordinate Sri Lanka to their grand strategic objectives and interaction with each other. The fundamental opportunity presented to Sri Lanka by the strategic triangle is that of using its geopolitical importance to each of these three major powers by virtue of its location in the IOR to its own advantage in a way that best serves its national interests.
