Nearly forty-one years ago the country adopted a Constitution based on the principles of liberty, equality, fraternity and the rule of law. India opted for parliamentary form of government because it suited the genius of the people. It elected nine Parliaments on the basis of universal adult franchise and was thus able to live up to the expectations of a political awakened electorate. The image of Parliament and its credibility as a representative institution largely depends on the role and functions of its Members. The objective of the present study is, therefore, to provide an analysis of the work done by the Ninth Lok Sabha (18 December, 1989 to 13 March, 1991) in major fields during its short but eventful life span (one year two months and twenty-six days). This sought to be done by means of articles by distinguished parliamentarians and others, and statements and statistical tables supplemented by brief introductory notes. An effort has also been made to present a comparative picture of the background of Members of the earlier Lok Sabha and the work done by them. One of the noteworthy features of the Ninth Lok Sabha, which held 7 sessions consisting of 109 sittings lasting over 754 hours, was the passing of as many as 63 Bills including 7 Constitution Ammendment Bills. Two of the important Bills passed were the -Prasar Bharati- (Broadcasting Corporation of India) Bill and the -National Commission for Women’ Bill. These may well be considered as landmarks in the history of enactments made by the Parliament. The Government can take credit for answering a staggering number of 21,550 questions on diverse subjects put to it by the members of the Ninth Lok Sabha. It is hoped that the study will be helpful to researchers, parliamentarians and all those who are engaged in a study of the working of parliamentary institutions and processes and enable them to form a picture of the tasks achieved and acquaint them with the diverse activities which a modern Parliament is called upon to perform.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a critical comparative study of Jotirao Phule and Bhimrao Ramji Ambedkar, modern India's two most prominent dalit leaders. Although they were not close contemporaries, they came to construct a firm structure of not only dalit ideology, but also dalit methodology to emancipate the oppressed and depressed sections of society. The book deals with their ideas in a new light highlighting aspects of convergence and contrast in their respective approach to philosophy, religion, society, and culture. It argues that deep down in his philosophic orientation, Phule was quintessentially closer to Gandhi than to Ambedkar. The author also contends that the usage of the term dalit exclusively in the caste-communitarian sense is essentially a product of post-independence political appropriation rather than social evolution. The book specifically brings to light the dynamics of humanism and nationalism on the one hand and that of communitarianism on the other in the context of twentieth-century colonial India. Notably, Gandhi is brought in the narrative to complete the triumvirate. Comprehensive and deeply grounded in primary research, this thought-provoking book will be indispensable for students and researchers of modern Indian history, sociology, political science, political thought, exclusion studies, dalit and subaltern studies, and South Asian studies. It will also appeal to those interested in the writings of Ambedkar and Phule.

Book excerpt: Some Mps Are More Equal Than Others. A Truism That Is Applicable To All Walks Of Life, But More So In Relation To Our Man In Parliament. But Even The High Profile Mp Enjoys Hardly Any Power As A Legislator. As A Member Of Various Parliamentary Committees He May, Or May Not, Influence Policy, But There Is Little Doubt That These Do Not Enjoy The Clout They Did During The Nehru Era. By Contributing To Debates In The House, The Mp Of The Fifties Could Be Said To Have Had Impact On Policy, But This Is Hardly The Case Today. The Speeches That Cover A Wide Range Of Issues (And Given Considerable Space In This Volume) Are Often No More Than Routing Affairs In Support Of The Party Position, Adding Nothing Or Little Of Substance To The Subject Under Discussion. As For The Question Raised By The Np, He Is Fobbed Of, More Often Than Not, By Replies That Conceal More Than They Reveal, Replies Drafted Hurriedly By The Bureaucrat To Ensure That His Boss Does Not Get Embroiled In Any Controversy. Hence The Only Job Left To Him Is To Tackle The Demands Of His Voters. In Doing So He Is Often Stepping On The Toes Of The Mla Or The Municipal Councillor. As Things Are, He Is Not As Well Placed To Deliver The Goods As Them. He Has, In Effect, No Role To Play. It Is In This Context That The Author Has Posed The Question In The Title Of The Book, Asking Whether The New Mp, The Mp Of The Nineties, Is Of Any Consequence. Contents Chapter 1: Introduction; Chapter 2: The Role/ Functions Of Mps; Chapter 3: Impact On Policy; Chapter 4: Change In The Nature Of Elected Representative; Chapter 5: The Reluctant Mp; Chapter 6: Quality Of Debate; Chapter 7: Importance Of The Mp; Chapter 8: Socio-Economic Background; Chapter 9: Conclusion.
