Book excerpt: Inadequate electricity services pose a major impediment to reducing extreme poverty and boosting shared prosperity in Sub-Saharan Africa. Simply put, Africa does not have enough power. Despite the abundant low-carbon and low-cost energy resources available to Sub-Saharan Africa, the region s entire installed electricity capacity, at a little over 80 GW, is equivalent to that of the Republic of Korea. Looking ahead, Sub-Saharan Africa will need to ramp-up its power generation capacity substantially. The investment needed to meet this goal largely exceeds African countries already stretched public finances. Increasing private investment is critical to help expand and improve electricity supply. Historically, most private sector finance has been channeled through privately financed independent power projects (IPP), supported by nonrecourse or limited recourse loans, with long-term power purchase agreements with the state utility or another off-taker. Between 1990 and 2014, IPPs have spread across Sub-Saharan Africa and are now present in 17 countries. Currently, there are 125 IPPs, with an overall installed capacity of 10.7 GW and investments of $24.6 billion. However, private investment could be much greater and less concentrated. South Africa alone accounts for 67 IPPs, 4.3 GW of capacity and $14.4 billion of investments; the remaining projects are concentrated in a handful of countries. The objective of this study is to evaluate the experience of IPPs and identify lessons that can help African countries attract more and better private investment. At the core of this analysis is a reflection on whether IPPs have in fact benefited Sub-Saharan Africa, and how they might be improved. The analysis is based primarily on in depth case studies, carried out in five countries, including Kenya, Nigeria, South Africa, Tanzania and Uganda, which not only have the most numerous but also among the most extensive experience with IPPs.

Book excerpt: Africa's Power Infrastructure: Investment, Integration, Efficiency is based on the most extensive data collection exercise ever undertaken on infrastructure in Africa: the Africa Country Infrastructure Country Diagnostic (AICD). Data from this study have provided new insights on the extent of a power crisis in the region, characterized by insufficient capacity, low electricity connection rates, high costs, and poor reliabilityùand on what can be done about it. The continent faces an annual power sector financing gap of about $21 billion, with much of the existing spending channeled to maintain and operate high-cost power systems, leaving little for the huge investments needed to provide a long-term solution. Meanwhile, the power crisis is taking a heavy toll on economic growth and productivity. This book asserts that the current impediments to economic growth and development need to be tackled through policies and investment strategies that renew efforts to reform state-owned utilities, build on the lessons of private participation in infrastructure projects, retarget electrification strategies, expand regional power trade, and mobilize new funding resources. Further development of regional power trade would allow Africa to harness larger-scale and more cost-effective energy sources, reducing energy system costs by US$2 billion and carbon dioxide emissions by 70 million tons annually. But reaping the promise of regional trade depends on a handful of major exporting countries raising the large volumes of finance needed to develop generation capacity for export; it also requires a large number of importing countries to muster the requisite political will. With increased utility efficiency and regional power trade in play, power costs would fall and full cost recovery tariffs could become affordable in much of Africa. This will make utilities more creditworthy and help sustain the flow of external finance to the sector, which is essential to close the huge financing gap.

Book excerpt: Sub-Saharan Africa is in the midst of a power crisis marked by insufficient generating capacity, unreliable supplies, high prices, and low rates of popular access to the electricity grid. The region's capacity for generating power is lower than that of any other world region, and growth in that capacity has stagnated. The average price of power in Sub-Saharan Africa is double that of other developing regions, but supply is unreliable. Because new household connections in many countries are not keeping up with population growth, the electrification rate, already low, is actually declining. The manifestations of the current crisis are symptoms of deeper problems that are explored in this study of power sector institutions in 24 countries of Sub-Saharan Africa, which draws extensively on a new body of research undertaken as part of the multi-donor Africa Infrastructure Country Diagnostic (AICD). There are nearly 60 medium- to longer-term power sector projects involving the private sector in the region excluding leases for emergency power generation. Almost half of these are independent power producers (IPPs). Involving more than $2 billion of private sector investment, these IPPs have added early 3,000 MW of new capacity. A few IPP investments have been particularly well structured and contribute reliable power to the national grid.

The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

The development community, led by the G20, the United Nations, and others, expects these partnerships between goverments and private companies in infrastructure service provision to aid "transformational" mega-projects, as well as efforts to achieve the Sustainable Development Goals. Yet PPPs have been widely used only since the 1990s, and discussion of their efficacy is still dominated by best-practice guidance, academic studies that focus on developed countries, or ideological criticism. Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on the actual performance of PPPs. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research indicates about PPPs in low-income countries, and thereby develop a more realistic perspective on the practical value of these mechanisms. With a primary focus on Sub-Saharan Africa, though drawing on critical insights from other regions, it demonstrates that the benefits of such partnerships will only be realised if expectations remain modest and projects are subject to transparent evaluation and competition.

Book excerpt: Although those of us in developed countries take power production and the efficiencies for granted, the United Nations Development Programme (UNDP) estimates that approximately 1.4 billion people have no access to electricity. In particular, those in the least developed countries could be described as being “energy-impoverished”. Sub-Saharan Africa is particularly afflicted with more than 70% of the population having no access to power whatsoever. The African continent possesses an invaluable resource, largely untapped, in its vast number and extent of tributaries including thousands of miles of waterways. Africa has been moving forward to exploit its hydropower potential and developing adequate infrastructure is a cornerstone in order to compete on the world's economic stage. This empirical study is aimed to provide a descriptive case study of two pioneering, regional hydropower projects in SSA and partly financed by the World Bank. The initial analysis of the two projects reviewed have contrasting outcomes according to World Bank evaluations conducted upon project completion. Several years later, the expectations for these vanguard projects fell short according to experts around the globe. The testimony of World Bank lawyers, economists, international consultants and Ivory Coast's Minister for Economic Infrastructure shed light on the formidable challenges encountered in the sustainability of large-scale energy infrastructure projects. While some short-term successes could be counted in the building of the actual energy generation and transmission infrastructures, long-term perspectives have been grave and largely affected by project administration deficiencies, political interference, inadequacy of electricity tariffication policy and lack of serious follow-through toward countries' financial obligations. Over the last decade, the region has been implementing a common strategy promoting large scale cooperation in the energy sector and the creation of regional power pools. Such efforts combined with the development of new infrastructure projects and lessons learned from the past will ideally mitigate the most common challenges arising in projects of this magnitude. The concerted focus should be directed toward a cost-effective orientation intended to attract private sector investors who would demand accountable management thereby creating a market motivation for project sustainability. Ultimately, the successful delivery of affordable and reliable power will contribute to a vision where all have ready access to clean energy, the energizing catalyst driving a developed Africa.
