There is much to be learned about how to effectively facilitate and mobilize private sector contributions to development. Effective monitoring and evaluation (M and E) systems are critical for learning to catalyze private sector development.In line with this advance, the International Finance Corporation and the Multilateral Investment Guarantee Agency are developing and refining their M and E efforts. In this Biennial Report on Operations Evaluation, the Independent Evaluation Group takes stock of the evolution of the M and E systems in the two organizations, assessing their adequacy, coverage, and quality, as well as their respective results measurement systems.IEG acknowledges progress by the two institutions. IFC has advanced its systems for gathering, analyzing, and applying project information and has strengthened its coverage of indicators that measure results. Information from M and E has become more prominent in its business decisions. However, the institutions corporate goals are built on indicators of client reach that cannot be solely attributable to IFC, so there is no credible articulation of IFCs impact.MIGA has introduced self-evaluation of its projects and started gathering some standard development indicators. As a result, individual learning is taking place in the institution.The report shows the importance of IFC and MIGA managements continuing their efforts to deepen M and E and improve their systems. To gain the full benefit of learning from evidence that M and E brings to light, key areas need improvement. IEG offers recommendations for IFC regarding quality, verification of data, and tracing effects. For MIGA, IEG notes that it needs to adapt and streamline its evaluation approach to fit its business practices.

Book excerpt: Independent Evaluation Group's (IEG's) country impact review (the report) examines if, from July 1998 through December 2007, International Finance Corporation (IFC): (i) successfully defined a relevant and appropriate strategy for helping Nigeria tackle its most pressing needs; (ii) provided investment and advisory services that were reflective of IFC's strategy; and (iii) achieved positive development results. IFC's strategies in Nigeria reflected the characteristics of IFC's process for development of country strategies jointly with the World Bank. These characteristics include: (i) poor integration with IFC's main strategy and budget process; (ii) loosely formulated country objectives and priorities in terms of sectors and products; and (iii) little or no resource allocation. As a result, IFC's strategies for Nigeria have not fulfilled their purpose of setting priorities, defining targets, and securing the human, organizational, and other resources required.

To achieve IFC 3.0's aims of market creation and private capital mobilization at scale, IFC recognized it would need new tools and analytical capabilities to: (i) Develop a deeper understanding of the constraints limiting private sector solutions and opportunities in each country's economy, including in key enabling and productive sectors; and (ii) Allow for a more strategic selection, sequencing, and implementation of its activities and stronger coordination across the World Bank Group. At the country level, IFC 3.0's tools included a new diagnostic instrument, the Country Private Sector Diagnostic (CPSD), and a new strategy instrument, the IFC Country Strategy. The objective of the evaluation is to assess whether IFC Country Strategies and CPSDs have enhanced IFC's ability to create markets and mobilize capital at scale and have informed Bank Group collaboration on private sector development. The evaluation will focus on IFC Country Strategies and CPSDs completed since their inception in fiscal year (FY)18. The evaluation will cover all 50 IFC Country Strategies and the 31 CPSDs completed between FY18 and December 31, 2021.

Book excerpt: Independent Evaluation Group's (IEG's) Country Impact Review (CIR) evaluates International Finance Corporation's (IFC's) strategies and operations, and their outcome drivers in Indonesia, during fiscal year (FY) 1990-2006. The review covers the period before, during (FY 1998-2000) and after the most recent economic crisis. The CIR was prepared in parallel with the IEG Country Assistance Evaluation (CAE) of the World Bank's operations during FY 1998-2005, both are intended to inform the next World Bank Group Country Assistance Strategy (CAS) for Indonesia. While IFC's strategic priorities in Indonesia have been aligned with the country's private sector development needs, it has made little progress in supporting a larger private sector role in infrastructure and in helping deepen the financial markets. Increased private sector participation and IFC support for infrastructure development and for deepening the financial markets will depend on further government reforms. The CIR calls for a stronger IFC role in infrastructure and capital market development, including by strategically and operationally partnering with the World Bank and other Multilateral Development Banks (MDBs) to help dovetail sector reforms and investments. IFC needs to strengthen the environmental supervision of its Indonesian projects. The current compliance rate on environmental aspects is significantly below the institutional average and should be improved.

Book excerpt: Private firms are at the forefront of the development process, providing more than 90 percent of jobs, supplying goods and services, and representing a significant source of tax revenues. Their ability to grow, create jobs, and reduce poverty depends critically on a well-functioning investment climate--defined as the policy, legal, and institutional arrangements underpinning the functioning of markets and the level of transaction costs and risks associated with starting, operating, and closing a business. The World Bank Group has provided extensive support to investment climate reforms. This evaluation by the Independent Evaluation Group (IEG) assesses the relevance, effectiveness, and social value of World Bank Group support to investment climate reforms as it relates to concerns for inclusion and shared prosperity. IEG finds that the World Bank Group has supported a comprehensive menu of investment climate reforms and has improved investment climate in countries, as measured by number of laws enacted, streamlining of processes and time, or simple cost savings for private firms. However, the impact on investment, jobs, business formation, and growth is not straightforward. Regulatory reforms need to be designed and implemented with both economic and social costs and benefits in mind; IEG found that, in practice, World Bank Group support focuses predominantly on reducing costs to businesses. In supporting investment climate reforms, the World Bank and the International Finance Corporation use two distinct but complementary business models. Despite the fact that investment climate is the most integrated business unit in the World Bank Group, coordination is mostly informal, relying mainly on personal contacts. IEG recommends that the World Bank Group expand its range of diagnostic tools and integrate them in the areas of the business environment not yet covered by existing tools; develop an approach to identify the social effects of regulatory reforms on all groups expected to be affected by them beyond the business community; and exploit synergies by ensuring that World Bank and IFC staff improve their understanding of each other's work and business models.
