This book was released on 2014 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study developed a generic IDIQ contractive framework upon which MnDOT can produce its IDIQ contracting procedures based on this agency's policies, preferences, and applicable regulations. This report covers several aspects of this alternative contracting method, including successful contracting techniques and procedures, terminology in use by public transportation agencies, contract advertising and award practices, pricing methods, risk management issues, and effective contract administration practices. Besides benchmarking the state-of-practice of IDIQ contracting in federal and state transportation agencies, the report addresses three key aspects identified by the authors: mobilization cost payment, escalation of construction pricing on multi-year IDIQ contracts, and impact of IDIQ contracting on surety bonds. The study found that IDIQ contracting creates a capacity to expedite project delivery through an on-call contractor that can be mobilized and working in a much shorter period than traditional project delivery methods. It also found a number of distinct advantages for repetitive construction and maintenance projects including the ability to obligate unused fiscal year funding, incentivizing construction quality and economy of scale reductions in unit pricing. It also finds that once the IDIQ contract is awarded, the agency is able to utilize the contractor to furnish a number of preconstruction services in much the same manner as Construction Manager/General Contractor projects, which results in better pricing due to more constructable designs.

Book The Project Managers Guide to IDIQ Task Order Service Contracts

Download or read book The Project Managers Guide to IDIQ Task Order Service Contracts written by Mark E. Salesky and published by Springer. This book was released on 2016-11-04 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every year the US federal government will spend roughly 100 billion dollars through competitive IDIQ (Indefinite Duration Indefinite Quantity) contracts. When you add in contracts awarded by State governments and commercial organizations using very similar processes you’re looking at 700 billion dollars’ worth of business. Getting a slice of that pie depends on how well you manage the contracting project. This is because IDIQs are essentially empty contract structures which then require a second round of winning task orders. For contracts with the government, this two-step structure which is specified in law and regulation, has specific pitfalls and opportunities which are rarely the subject of contract and project management training. Salesky’s coaching style talks you through the specific challenges in the startup, management, and closing of the IDIQ. This book gives a pragmatic and best-practice description of the entire life cycle of this type of contract offering you the “inside advisor” you need to help you through the pragmatics issues of clients’, performers’, and bosses’ expectations.

Book Indefinite Delivery Indefinite Quantity Contracts

Download or read book Indefinite Delivery Indefinite Quantity Contracts written by Steven L. Schooner and published by . This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This short piece discusses recent Government Accountability Office (GAO) data chronicling an increase in the Defense Department's reliance on indefinite-delivery/indefinite-quantity (or IDIQ) contracts. The data also indicates that, despite the clearly established preference for multiple awards, about three-quarters of the IDIQ awards made by DoD were to a single contractor, rather than multiple contractors. Based on GAO's data, the essay describes the dramatic difference between current IDIQ practice and the process described in the the regulations, including the Federal Acquisition Regulation (FAR) and the supplemental regulations promulgated by DoD (including the DFARS and the PGI). The essay concludes with two modest suggestions: first, that Congress, OFPP, the FAR Council, the 809 Panel, or all of the above, would be well served by putting some thought into reorganizing or redesigning the FAR to better reflect modern practice. Second, Congress or the FAR Council could raise the bar and mandate more meaningful impediments to single-award IDIQ's.

Book Comparative Analysis of Multiple Award Task Order Contracting and Its Impacts on Acquisition Reform

Download or read book Comparative Analysis of Multiple Award Task Order Contracting and Its Impacts on Acquisition Reform written by Joseph L. Burroughs, II and published by . This book was released on 2002-12 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Present procurement practices for purchase of commercial, commercial off-the-shelf, and non-developmental products and services take thirty days and sometimes years to procure and deliver to the end user. Federal Government contracting offices spend costly amounts of time advertising the actions and preparing formal solicitation documents for each purchase order generated by the end- user. This translates to high administrative costs, high prices, and at times marginal performance. This research offers alternative procurement practices through a single award indefinite delivery, indefinite quantity contract accessed through an advanced electronic system, which is maintained in accordance with commercially established practices. Further comparisons are made with the growing popularity of multiple-award contracts as these procurement instruments affect competition, pricing and socio-economic issues.

Book Transforming the Workforce for Children Birth Through Age 8

Download or read book Transforming the Workforce for Children Birth Through Age 8 written by National Research Council and published by National Academies Press. This book was released on 2015-07-23 with total page 587 pages. Available in PDF, EPUB and Kindle. Book excerpt: Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning. Despite the fact that they share the same objective - to nurture young children and secure their future success - the various practitioners who contribute to the care and the education of children from birth through age 8 are not acknowledged as a workforce unified by the common knowledge and competencies needed to do their jobs well. Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. This book then makes recommendations to improve the quality of professional practice and the practice environment for care and education professionals. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions. The recommendations of this book provide an opportunity to improve the quality of the care and the education that children receive, and ultimately improve outcomes for children.
