Out of roughly 200 modern military small arms world-wide, about 500,000 are destroyed every year. But the prospects for greater military small arms disarmament may be declining, as war in Afghanistan and Iraq create unprecedented demand for second-hand weaponry. Inconspicuous disarmament of small arms and ammunition is reshaping the global picture of firearms, light weapons and ammunition. The process is far from comprehensive, but much more than cosmetic. Small arms destruction is here to stay, but its contributions may be fleeting. This book is the first full-length examination of the issue. The case studies in this volume examine the politics of military small arms disarmament. When, they ask, is surplus destruction most likely? And what can be done to make destruction more likely and more effective? Case studies examine small arms destruction by NATO and the OSCE, and in Bulgaria, Cambodia, Germany, Kazakhstan, Papua New Guinea, Romania, Serbia, Ukraine and others. This edited volume examines why these deaths occur, the role of guns and other weapons, and how governance can be used to reduce and prevent those deaths. Drawing on a variety of disciplines, ranging from anthropology through economics to peace and security studies, the book’s main concern throughout is that of human security – the causes and means of prevention of armed violence. The first part of the book concerns warfare, the second armed violence and crime, and the last governance of arms and their (mis)-use. The concluding chapter builds on the contributors’ key findings and suggests priorities for future research, with the aim of forming a coherent narrative which examines what we know, why armed violence occurs, and what can be done to reduce it. Book excerpt: Security sector reform (SSR) and small arms and lights weapons (SALW) reduction and control programmes have become staples of peacebuilding policy and practice in fragile, failed and conflict-affected states (FFCAS). There is wide agreement in the peacebuilding field that the two areas are intricately interconnected and mutually reinforcing. However, this consensus has rarely translated into integrated programming on the ground. Drawing on a diverse set of case studies, this paper presents a renewed argument for robust integration of SSR and SALW programming. The failure to exploit innate synergies between the two areas in the field has not merely resulted in missed opportunities to leverage scarce resources and capacity, but has caused significant programmatic setbacks that have harmed wider prospects for peace and stability. With the SSR model itself in a period of conceptual transition, the time is ripe for innovation. A renewed emphasis on integrating SSR and SALW programming in FFCAS, while not a wholly new idea, represents a potential avenue for change that could deliver significant dividends in the field. The paper offers some preliminary ideas on how to achieve this renewed integration in practice.
