Book excerpt: Agriculture has played a crucial role in supporting smallholder livelihoods in Bangladesh. Despite being actively involved in various stages of production, including seed sowing, harvesting, and postharvesting, women's contributions are often undervalued. They are often regarded as a cheap labor force and are not given meaningful roles in the supply and value chains. One of the primary challenges they face is the lack of access to and ownership of land, which results in limited and unequal access to resources such as credit, services, markets, and information on modern technologies. These disparities hinder women's participation in market systems and further widen gender gaps and digital divides. Studies have shown that Bangladesh has one of the highest gender gaps in mobile internet usage among low and middle-income countries. This study examines the gender digital divide in Bangladesh, focusing on the reasons behind women's exclusion from digital information highways and their limited access to, use of, and benefits from internet-based agriculture and climate-related services and innovations. In addition to a comprehensive review of secondary data, we conducted a needs-based assessment using both quantitative and qualitative indicators in three divisions. Qualitative data were collected through focus group discussions, in-depth interviews, and key informant interviews. Both the qualitative and quantitative studies shed light on the social, economic, and contextual issues related to the digital ecosystem in the agriculture sector. The assessment also evaluates the effectiveness of public, private, and civil society interventions in the study areas. Our findings reveal that most digital initiatives fail to address the economic gaps and challenges faced by smallholder farmers, poor women, and rural youth. To address these challenges and promote gender equality in agriculture, it is crucial for the government to implement consistent policies across government agencies and develop strategies that prioritize closing digital divides in the agricultural sector.

It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Book excerpt: Achieving gender equality and women’s empowerment in food systems can result in greater food security and better nutrition, and in more just, resilient, and sustainable food systems for all. This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.

Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Food production has more than doubled, diets have become more varied (and often more energy-intense) satisfying people’s preferences in terms of form, taste and quality, and numerous local, national and multi-national food-related enterprises have emerged providing livelihoods for millions. Nonetheless, over 800 million people are still hungry (70% of whom live in rural areas in developing countries), about two billion suffer from poor nutrition, and over two billion are overweight or obese. The resource use implications and environmental impacts of these food systems are significant. In general, of all economic activities, the food sector has by far the largest impact on natural resource use as well as on the environment. An estimated 60% of global terrestrial biodiversity loss is related to food production; food systems account for around 24% of the global greenhouse gas emissions and an estimated 33% of soils are moderately to highly degraded due to erosion, nutrient depletion, acidification, salinization, compaction and chemical pollution. The Food Systems working group of the International Resource Panel has prepared a comprehensive scientific assessment of the current status and dynamics of natural resource use in food systems and their environmental impacts. The IRP identifies opportunities for Resource Smart Food Systems responding to policy-relevant questions like what do sustainable food systems look like from a natural resource perspective? How can resource efficiency improvements be made to enhance food security? How to steer transition towards sustainable food systems? The report looks at food as a crucial connection point (a ‘node’) where various societal issues coincide, such as human dependence on natural resources, the environment, health and wellbeing. Rather than looking separately at resources such as land, water and minerals, the IRP has chosen a systems approach. The report looks at all the resources needed for the primary production of food, as well as for other food system activities (e.g. processing, distribution) considering not only the set of activities, but also the range of actors engaged in them and the outcomes in terms of food security, livelihoods and human health.
