Book excerpt: Historians often ignore, treat cursorily, or relegate to footnotes specific incidents in international relations in order to facilitate the construction of a larger narrative. The contributors to this volume argue that researchers do so to their peril, as individual or seemingly isolated incidents can play significant roles in the overall course of history. Incidents are crucial in determining the mental maps that decision makers form regarding the countries and individuals with whom they interact. Incidents can either initiate or block new policies with consequences that are both far-reaching and unexpected. People make foreign policy and an understanding of what elements of an incident were important to these individuals at key points essential to an appreciation of policies subsequently advocated. How individuals view other cultures and nations, how they react to the actions of such nations, and their perceptions of such actions all form key components in this study. Using a variety of examples, these essays show the value of detailed examinations of events, illuminating such matters as British policy in the Far East, French imperial policy, Italian military actions in the interwar period, British attitudes toward Hitler, and the effect of the Soviet Union on British thinking in the 1930s.

Book excerpt: Why do political actors willingly give up sovereignty to another state, or choose to resist, sometimes to the point of violence? Jesse Dillon Savage demonstrates the role that domestic politics plays in the formation of international hierarchies, and shows that when there are high levels of rent-seeking and political competition within the subordinate state, elites within this state become more prepared to accept hierarchy. In such an environment, members of society at large are also more likely to support the surrender of sovereignty. Empirically rich, the book adopts a comparative historical approach with an emphasis on Russian attempts to establish hierarchy in post-Soviet space, particularly in Georgia and Ukraine. This emphasis on post-Soviet hierarchy is complemented by a cross-national statistical study of hierarchy in the post WWII era, and three historical case studies examining European informal empire in the nineteenth and early twentieth centuries.

Unlike empirical studies in other disciplines, says Seung-Whan Choi, many political studies seem more competent at presenting theoretical conjecture and hypotheses than they are at performing rigorous empirical analyses. When we study global issues like democratic institutions, flows of foreign direct investment, international terrorism, civil wars, and international conflict, we often uncritically adopt established theoretical frameworks and research designs. The natural assumption is that well-known and widely cited studies, once ingrained within the tradition of the discipline, should not be challenged or refuted. However, do such noted research areas reflect scientific truth? Choi looks closely at ten widely cited empirical studies that represent well-known research programs in international relations. His discussions address such statistical and theoretical issues as endogeneity bias, model specification error, fixed effects, theoretical predictability, outliers, normality of regression residuals, and choice of estimation techniques. In recent decades ferocious debates have surrounded the idea of causal analysis, some scholars even questioning the legitimacy of applying the notion of cause in the study of International Relations. This book suggests that underlying the debates on causation in the field of International Relations is a set of problematic assumptions (deterministic, mechanistic and empiricist) and that we should reclaim causal analysis from the dominant discourse of causation. Milja Kurki argues that reinterpreting the meaning, aims and methods of social scientific causal analysis opens up multi-causal and methodologically pluralist avenues for future International Relations scholarship.
