On one side, majorities seek to fashion the state in their own image, while on the other, cultural minorities press for greater recognition and accommodation. Theories of liberal democracy are at odds about the merits of these competing claims. Multicultural liberals hold that particular minority rights are a requirement of justice conceived of in a broadly liberal fashion. Critics, in turn, have questioned the motivations, coherence, and normative validity of such defenses of multiculturalism. In Equal Recognition, Alan Patten reasserts the case in favor of liberal multiculturalism by developing a new ethical defense of minority rights. Patten seeks to restate the case for liberal multiculturalism in a form that is responsive to the major concerns of critics. He describes a new, nonessentialist account of culture, and he rehabilitates and reconceptualizes the idea of liberal neutrality and uses this idea to develop a distinctive normative argument for minority rights. This book argues that cultural actors also seek recognition by the main (for a long time the only) sponsor and patron of the art in Cuba: the “curator state”. The “curator state” is also a “gatekeeper state,” arbitrarily and selectively opening and closing the space for public expression and for access to foreign currencies and the global market. The time when everything was either mandatory or forbidden is over in Cuba. The regime seems to have learned from egregious mistakes that led to a massive exodus of artists, writers and academics. In a country where things change so everything could stay the same, the controlled opening in the cultural field, playing on the actors' ambition and fear, illuminates a broader phenomenon: the evolving rules of the political game in the longest standing dictatorship of the hemisphere.

In this book, Christine Sypnowich proposes a theory of equality centred on human flourishing or wellbeing. She argues that egalitarianism should be understood as seeking to make people more equal in the constituents of a good life. Inequality is a social ill because of the damage it does to human flourishing: unequal distribution of wealth can have the effect that some people are poorly housed, badly nourished, ill-educated, unhappy or uncultured, among other things. When we seek to make people more equal our concern is not just resources or property, but how people fare under one distribution or another. Ultimately, the best answer to the question, ‘equality of what?,’ is some conception of flourishing, since whatever policies or principles we adopt, it is flourishing that we hope will be more equal as a result of our endeavours. Sypnowich calls for both retrieval and innovation. What is to be retrieved is the ideal of equality itself, which is often assumed as a background condition of theories of justice, yet at the same time, dismissed as too homogenising, abstract and rigid a criterion for political argument. We must retrieve the ideal of equality as a central political principle. In doing so, she casts doubt on the value of focussing on cultural difference, and rejects the idea of neutrality that dominates contemporary political philosophy in favour of a view of the state as enabling the betterment of its citizens.

Should they receive equal recognition and what sort of recognition might that be? Are cultural and religious differences at odds with human rights thinking or do universal human rights demand respect for those differences? When the demands of a religious faith clash with those of a society's rules, which should take precedence? Should the religious have to endure whatever burdens their beliefs bring their way, or should they be accommodated so that their religious faith does not become a source of social disadvantage? Should they have to put up with unwelcome treatments of their beliefs or should they be protected from the offensive and the disrespectful? These are some of the many issues examined in Culture, Religion and Rights.
