Book excerpt: Rural regions are experiencing fundamental challenges to their ways of life and social fabric, as traditional land-based occupations are in decline and younger and better-educated rural residents migrate to cities for greater work, social and cultural opportunities. Rural tourism offers a possible solution to the problems associated with lost economic opportunities and population decline that accompany the waning of agriculture. Many governments and regional authorities have embraced rural tourism as an opportunity to bring new money into rural regions, stimulating growth, providing employment opportunities and thus beginning to halt rural decline. However, the possibilities of rural tourism to promote rural regeneration have been criticised for being over-stated and unrealistic. Rural tourism has frequently been found to under-deliver in terms of expected economic benefits and job creation, and may sometimes exacerbate local hierarchies and inequalities. This edited collection questions the contribution tourism can and does make to rural regions. Drawing on a range of geographically diverse, research-driven case studies, the book is thematically organised to explore a variety of issues relevant to rural tourism, from the perspectives of local communities, businesses, government/policy makers and the tourists themselves.

Book excerpt: Increasing recognition of the interaction between poverty, and resources and environmental degradation has led to interventions that put more and more emphasis on working with local communities to improve the management of the environment and natural resources. Identifying and overcoming the barriers to women's, and men's, full participation in the management of resources is a necessary first step towards the ultimate goals of poverty alleviation and sustainable development. Understanding the environmental roles and responsibilities of women and men is critical to sustainable resource management practices. The chapters in the book reflect experiences with mainstreaming gender and women's issues in natural resources management. The introductory paper, focusing on the history and current status of gender and natural resources management, is followed by five further papers presenting cases of this approach, written by experts and practitioners from different parts of the world. The papers examine diverse natural resources from different perspectives, ranging from the household and community level to national and regional policy. They examine the security of women's rights to common property resources and land in West Africa; mainstreaming gender in water policy and institutions in Gujarat, India; gender-responsive planning in wetland development in Uganda; empowering women in managing natural resources in mountain areas of the Hundu-Kush Himalayas of Pakistan; and the development of gender policies for environmental ministries in Mesoamerica. The papers are complemented by an extensive annotated bibliography, including references to books, journals and electronic documents, and a list of relevant Web resources. Book excerpt: In a world characterized by an encroaching homogeneity induced by the growth of multi-national corporations and globalization, the causes of difference accrue new levels of importance. This is as true of tourism as in many other spheres of life – and one cause of differentiation for tourism promotion is the culture of Indigenous Peoples. This offers opportunities for cultural renaissance, income generation and enhanced political empowerment, but equally there are possible costs of creating commodities out of aspects of life that previously possessed spiritual meaning. This book examines these issues from many different perspectives; from those of product design and enhancement; of the aspirations of various minority groupings; and the patterns of displacements that occur – displacements that are not simply spatial but also social and cultural. How can these changes be managed? Case studies and analysis is offered, derived from many parts of the globe including North America, Asia and Australasia. The contributors themselves have, in many instances, worked closely with groups and organizations of Indigenous Peoples and attempt to give voice to their concerns. The book is divided into various themes, each with a separate introduction and commentary. The themes are Visitor Experiences, Who manages Indigenous Cultural Tourism Product, Events and Artifacts, Conceptualisation and Aspiration. In a short final section the silences are noted – each silence representing a potential challenge for future research to build upon the notions and lessons reported in the book. Book excerpt: This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Providing practical but theoretically robust tools for implementing CBNRM it will also appeal to professionals and practitioners working in communities and in conservation and development.

Book excerpt: This book presents an overview of different institutional arrangements for tourism, biodiversity conservation and rural poverty reduction in eastern and southern Africa. These approaches range from conservancies in Namibia, community-based organizations in Botswana, conservation enterprises in Kenya, private game reserves in South Africa, to sport hunting in Uganda and transfrontier conservation areas. The book presents a comparative analysis of these arrangements and highlights that most arrangements emerged in the 1990s through either a decentralized or centralized change trajectory that was sponsored by donors. They aim to address some of the challenges of the ‘fortress’ types of conservation by combining principles of community-based natural resource management with a neoliberal approach to conservation, evident in the use of tourism as the main mechanism for accruing benefits from wildlife. The book illustrates the empirical relevance of these novel arrangements by presenting their growth in numbers and discuss how these arrangements differ in their form. With respect to the conservation and development impacts of these arrangements, we show that they have secured large amounts of land for conservation, but also generated governance challenges and disputes on tourism benefit sharing, affecting the stability of these arrangements to generate socioeconomic and conservation benefits.
