It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner. Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world. What is relevant and new is ‘the approach’ to exploit their adaptation and mitigation potential. However, a major limitation is the lack of evidence-based knowledge that is necessary for policy makers to prepare strategies for adaptation and mitigation. This book assembles knowledge of CSA, agroecology and conservation agriculture, and perspectives from different regions of the world, to build resilient food systems. The first part analyzes the concept, opportunities and challenges, and provides a global perspective, drawing particularly on studies from Africa and Asia. The second part of the book showcases results from various studies linked to soil, water and crop management measures from an ongoing program in India as well as experiences from other regions. The third section assesses the needs for an enabling policy environment, mainstreaming gender and sime final recommendations for up-scaling and/or out-scaling innovations.

By 2050, global population will increase from 7 billion to a staggering 9.5 billion and the demands this will place on food and water systems will inevitably push river basins over the edge. The findings from this book present a different picture. While it is convenient to visualize an inevitable global water and food crisis in which increasing demands result in increasing poverty, food insecurity and conflict, the reality is far more nuanced and revolves around the politics of equitable and sustainable development of resources. The first part of this book provides detailed insight into conditions of water flows within nine river basins. In the second part, authors summarize and re-analyze the outcome of the nine basins, providing a coherent global picture of water, water productivity and development. They assess the impacts of variations of these attributes on development and approaches for poverty alleviation, and explore the institutional factors that support or obstruct change. How people will manage river systems while protecting vital ecosystem functions will make the difference between catastrophe and survival. As Prof Asit Biswas points out, "... the world is facing a water crisis not because of physical scarcity of water but because of poor management practices in nearly all countries of the world." The book is based on the four years (2006-2010) of extensive research into the state of ten of the world’s major river basins carried out under the CGIAR Challenge Program for Water and Food’s Basin Focal Project. Book excerpt: In the Dry Zone of Myanmar, improved access to water is widely acknowledged as being vital for livelihood enhancement and the general well-being of around 10 million people, most of whom depend on agriculture. Thus, expanding the sustainable use of groundwater is of great importance for socioeconomic development. According to this study, opportunities for accessing groundwater are generally good, and development of the resource has steadily increased over the years. However, there still appears to be good prospects for expanding groundwater use for irrigation, with a view to increasing agricultural production. Provision of affordable mechanical technologies for drilling wells and support with credit facilities to purchase small-capacity motorized pumps for irrigation could improve food security and livelihoods, where there is potential to expand groundwater use. Replenishable groundwater resources of the Dry Zone are likely to be less than previously thought. Thus, it is important to find the right balance between increasing development of the resource for enhanced irrigation, while also protecting its existing beneficial use for communities and the environment.

Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.
