Book Knowledge Generation and Technical Change

Download or read book Knowledge Generation and Technical Change written by Steven Wolf and published by Springer Science & Business Media. This book was released on 2001-09-30 with total page 398 pages. Available in PDF, EPUB and Kindle. Book excerpt: Knowledge generation and transfer mechanisms are being transformed in important and controversial ways. Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.

Book Democracy Without Decency

Download or read book Democracy Without Decency written by William M. Epstein and published by Penn State Press. This book was released on 2015-10-20 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The conservative attacks on the welfare system in the United States over the past several decades have put liberal defenders of poverty relief and social insurance programs on the defensive. In this no-holds-barred look at the reality of American social policy since World War II, William Epstein argues that this defense is not worth mounting—that the claimed successes of American social programs are not sustained by evidence. Rather than their failure being the result of inadequate implementation or political resistance stemming from the culture wars, these programs and their built-in limitations actually do represent what the vast majority of people in this country want them to be. However much people may speak in favor of welfare, the proof of what they really want is in the pudding of the social policies that are actually legislated. The stinginess of America’s welfare system is the product of basic American values rooted in the myth of “heroic individualism” and reinforced by a commitment to social efficiency, the idea that social services need to be minimal and compatible with current social arrangements.

Book Opportunities use and transfer of systems research methods in agriculture to developing countries

Download or read book Opportunities use and transfer of systems research methods in agriculture to developing countries written by Goldsworthy and published by Springer Science & Business Media. This book was released on 2013-03-09 with total page 359 pages. Available in PDF, EPUB and Kindle. Book excerpt: In December 1993, ISNAR, in collaboration with International Consortium for Application of Systems Approaches, organized a three-day workshop on systems approaches and modelling for agricultural development. Sponsored by the Dutch Ministry for Development Cooperation, the workshop was attended by participants from 12 national agricultural research systems (NARS), nine international agricul tural research centers (lARCs), and five advanced research organizations (AROs). Although application of systems approaches in agricultural research and resource management is a rather new field, there is already increasing demand for implemen tation of these approaches. This will require a critical mass of specialists in the NARS and IARCs. Before this critical mass can be obtained, however, the experience that has been gained in this area needs to be evaluated, further possibilities need to be explored, and new objectives and targets need to be set. This book, which contains the papers presented at the workshop, assesses the state of the art of systems approaches in agricultural research, resource management, and rural planning. It also gives an impression of the evolution of this interdisciplinary field and its use in national and international research centers. Another, less tangible, outcome of the workshop was its contribution toward strengthening the network of NARS, lARCs, and AROs. It gave participants and organizers a chance to develop contacts, and provided an opportunity to make the first proposals for collaborative programs. Special thanks are due to Peter Goldsworthy and Luc Boerboom for their crucial role in making the workshop a success in this regard.
