Book excerpt: Public Law 101-510, Defense Acquisition Workforce Improvement Act (DAWIA) became effective upon its passage for Fiscal Year 1992. The intent of the legislation is to increase the training and professionalism of the Department of Defense Acquisition Workforce. The DAWIA outlines specific requirements and qualifications for various specialties within the General Series (GS) workforce and states requirements for the qualifications of military personnel who are filling acquisition billets. This thesis will focus on the functions performed by Marines classified by Military Occupational Specialty (MOS) 3044, Contract and Acquisition Specialists. The work performed by 3044 Marines will be compared with the job descriptions-of the GS- 1 105 (Purchasing Series) and GS (Contracting Series) positions. An evaluation will determine if there should be any changes to the 3044 classification, and what other training and entrance requirements could/should be implemented in compliance with the DAWIA initiative; thus ensuring an increase in competency, proficiency and professionalism of the 3044 MOS Marines ... Book excerpt: The Defense Acquisition Workforce Improvement Act (DAWIA), Public Law 101-510, Title 10 U.S.C. was enacted to improve the effectiveness of the personnel who manage and implement defense acquisition programs. As part of the fiscal year 1991 Defense Authorization Act, it called for establishing an Acquisition Corps and professionalizing the acquisition workforce through education, training, and work experience. While the Act applied to both civilian and military personnel, it emphasized the need to offer civilians greater opportunities for professional development and advancement. This study examines the state of defense acquisition workforce management five years after the law was enacted. The authors will not provide a comprehensive review of DAWIA implementation throughout the entire Department of Defense (DoD), but will instead focus on selected areas. They look across military departments and defense agencies to compare and contrast their policies and procedures regarding how they manage their acquisition workforce. The primary focus is on issues pertaining to civilians, since they make up the majority of the defense acquisition workforce and are a special emphasis area in DAWIA. The authors found that much progress has been made over the past five years, and that the DoD Components have achieved significant gains in improving the quality of their acquisition workforce. But more remains to be done. Their analysis shows that two main areas need improvement: diversity of policies and practices, and disparity between civilian and military opportunities. This paper provides data to support these two findings and offers some strategies to overcome them.

These efforts have included, among other activities, the passage of the Defense Acquisition Workforce Improvement Act (DAWIA), the establishment of the Defense Acquisition University (DAU), expanded training opportunities through the DAU consortium schools, and the issuance of a Continuous Learning Policy. The 1 April 1998 Secretary of Defense report to Congress, Actions to Accelerate the Movement to the New Workforce Vision, identified and described an urgent need to transition the workforce to meet the needs of a future acquisition environment. The Future Acquisition and Technology Workforce Working Group, and its product (this report), are the culmination of a series of studies conducted by the Office of the Secretary of Defense (OSD) and the components to support the initiatives described in the April 1998 report to Congress.

Book excerpt: The Defense Acquisition Workforce Improvement Act (DAWIA) was enacted in 1990 to improve the quality and professionalism of the Department of Defense acquisition workforce. To assess the effectiveness of DAWIA, actual outcomes of the law must be compared to its original objectives. A particular difficulty in evaluating public policies is that they usually cannot be measured in terms of output, such as dollars, hours, or physical units. The primary objective of this study was to find and introduce a performance measurement approach suitable for identifying effective metrics. A second objective was to establish a link between metrics and outcomes. Using the performance measurement approach as a tool, an analysis attempted to link acquisition workforce metrics with specific outcomes. To explore this issue, a literature review of relevant organizational and management texts on public policy analysis, performance measurement and program evaluation was conducted. Four suitable frameworks for performance measurement were found and evaluated. The preferred approach for evaluating DAWIA was determined to be a combination of two performance measurement approaches. The new approach is called Metric Assessment and Measurement Approach. It includes valuable features of the two approaches, and a newly developed metric template for evaluating metrics.

Book excerpt: Pursuant to a legislative requirement, GAO determined whether the Department of Defense (DOD) has effectively implemented the Defense Acquisition Workforce Improvement Act. GAO found that: (1) DOD has established an acquisition workforce management structure and issued implementing policies and regulations as required by the act; (2) DOD has identified and designated 127,000 acquisition workforce positions, but the process of determining specific qualifications of each member of the workforce is time-consuming and delays in the process may lengthen the time individuals take to meet qualification requirements; (3) uncertainties and concerns exist within DOD regarding the intent and implementation of the act's requirement to select the best qualified individual for an acquisition position and ensure that no preference is given to military personnel; (4) administrative and legal concerns have resulted in actions that do not achieve the act's objectives; (5) additional uncertainties exist concerning the act's requirement to substantially increase the proportion of civilians in critical acquisition positions; and (6) DOD is experiencing difficulties in developing the required management information system.

The public and Congress have seriously questioned the Department of Defense's (DOD) ability to effectively manage its acquisition programs. On November 5, 1990, the Defense Acquisition Workforce Improvement Act (10U.S.C. 1701) was enacted to professionalize DOD's acquisition work force. The act establishes experience, training, education, and other qualification requirements for these employees. These requirements and other provisions are to take effect over a 3-year period, with some in effect beginning October 1, 1991. The act permits DOD officials to waive specific qualification requirements pertaining to program managers and other acquisition personnel. It also requires that, through 1998, we annually review and report on DOD's compliance with the act's waiver provisions. This is our first report required by the act. In addition, as requested by the House Armed Services Committee, we identify difficulties facing DOD as it implements the act.

This thesis evaluates the Defense Acquisition Workforce Improvement Act (DAWIA) principle, investigates the adaptation of DAWIA concept to defense industry establishment, and provides recommendations to the defense acquisition community.
