Book excerpt: Today's complex, emerging threats and hazards demand a unified and coordinated national approach to domestic incident management. While there have been considerable enhancements in preparedness, there is room for significant improvement in interagency planning, collaboration, coordination, and ultimately execution. The following three recommendations are steps towards a more effective military response. First, by pre-determining the command and control structure for each of the fifteen planning scenarios for each FEMA region or state as applicable, the military can not only ensure unity of command during a catastrophic event, but it can also enhance preparedness by assigning responsibility up front. Secondly, establishing a Joint Interagency Coordination Group at the National Guard Bureau will ensure the appropriate military collaboration and coordination with the interagency through established relationships. Thirdly, by investing operationally at the regional level, the Department of Defense and to a larger degree, the National Guard stands to enhance their ability to provide an effective military response, when called.

An event may be considered catastrophic when the number of people affected is greater than that normally covered by a typical federal response area and the time to recover was well beyond that of a localized disaster. Also, catastrophic events involve almost complete disruption of communications and other critical infrastructure (such as the electrical power grid). A spectrum chart (Figure 1) helps to illustrate the factors and scope of emergency events that may require the response of organizations at the local, state, and federal levels. The vertical axis of the diagram represents the number of people affected and the horizontal axis represents the time to recover from a given event. Some examples are weather events (such as floods and hurricanes); geological events (such as earthquakes or tsunamis); and biological events (such as an influenza outbreak).

Book excerpt: Although it is impossible to predict the future, the operational environment of 2025 and beyond may require additional military support to the United States Government's agencies in Foreign Disaster Relief (FDR). Global climate change, urbanization, growing natural resources scarcity, and other factors will increase the need for humanitarian assistance (HA) and disaster relief. At the same time, the Department of Defense (DoD) is undergoing budget and force reductions. The confluence of these factors and interaction of these variables in the current and future operational environment may require increased FDR capability and support from the military. Options for how the DoD will address FDR should be explored. Given the unique capabilities of the United States Army Reserve (USAR), congruent with FDR, the USAR may be best suited for the primary role in FDR missions. This monograph explores the current and future environment and provides analysis of the USAR to serve as a DoD option with a primary responsibility in FDR. The DoD's involvement in supporting the USG humanitarian assistance and disaster response (HADR) efforts through FDR will likely increase due to changing environmental conditions caused by climate change. Climate change is a major contributor to emerging natural resource scarcity, the increase in frequency of natural disasters, and other extreme weather events that influence the economic, social, and political stability of impacted nations. Insurgents and malign actors can capitalize on the prevailing unstable conditions created or exacerbated by climate change events or impacts. In addition, as nations have closed their borders to US presence, interaction, and influence, USG efforts in FDR can be a valuable tool to break down barriers and foster diplomacy.

To determine why there is a difference between federal laws and American expectations, the writer examines the disasters of Hurricane Andrew and Katrina. The results of this analysis suggest that elites are in a constant struggle for power and control, which sometimes prevents them from making proper decisions during catastrophic events. By providing the historical evolution of federal disaster relief and coupling this with elites desire for power, the author illustrates why the United States must improve existing federal disaster laws.
