Book Congressional Oversight

Download or read book Congressional Oversight written by Walter J. Oleszek and published by DIANE Publishing. This book was released on 2011 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. A fundamental objective of congressional oversight (CO) is to hold exec. officials accountable for the implementation of delegated authority. This objective is especially important given the huge expansion of executive influence in the modern era. Clearly, given the role and scope of the fed. establishment, the importance of Congress¿s review function looms large in checking and monitoring the delegated authority that it grants to fed. departments and agencies. This report: (1) highlights several reasons for the expansion of the fed. gov¿t.; (2) discusses a few definitions of CO; (3) spotlights 3 purposes of oversight; (4) comments upon CO laws and rules; (5) reviews CO techniques; and (6) identifies incentives and disincentives to CO. Book Signals from the Hill

Download or read book Signals from the Hill written by Christopher H. Foreman and published by Yale University Press. This book was released on 1988-01-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Does Congress do a good job of overseeing the work of the important legislative agencies--the EPA, FDA, OSHA, and others--that it has established to protect the public from some of the risks of modern technology? Combining analysis and anecdote, Christopher H. Foreman, Jr. looks into the oversight tools available to Congress, the variety of interest groups involved, the kinds of issues that arise between agencies and congressional committees, and the personal networks that affect relations between them; and he suggests what Congress can and should do to improve the process of social regulation. "Foreman adds substantially to our understanding of the role played by oversight. . . . A solid contribution toward understanding the nature of day-to-day congressional oversight."--Burdett Loomis, Journal of Politics " This book] is presented clearly, free from jargon, whether academic or governmental. . . . A solid discussion of oversight."--Jan P. Vermeer, Perspective "This is a thoughtful, effectively organized, and well-written book. Those concerned with legislative oversight will find it highly useful."--Morris S. Ogul, University of Pittsburgh Winner of the 1989 D. B. Hardeman Prize given by the Lyndon Baines Johnson Library for the best book on Congress in the twentieth century

Book Congressional Oversight

Download or read book Congressional Oversight written by Martin O. James and published by Nova Publishers. This book was released on 2002 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: Throughout history congress has engaged in oversight of the executive branch -- the review, monitoring and supervision of the implementation of public policy. The first several Congresses inaugurated important oversight techniques as special investigations, reporting requirements, resolutions of inquiry, and use of the appropriations process to review executive activity. Contemporary developments, moreover, have increased the legislature's capacity and capabilities to check on and check the Executive. Public laws and congressional rules have measurably enhanced Congress's implied power under the Constitution to conduct oversight. Despite its lengthy heritage, oversight was not given explicit recognition in public law until enactment of the Legislative Reorganisation Act of 1946. That act required House and a Senate standing committees to exercise 'continuous watchfulness' over programs and agencies within their jurisdiction. Since the late 1960s Congress has shown increasing interest in oversight for several major reasons. These include the expansion in number and complexity of federal programs and agencies; increase in expenditures and personnel, including contract employees; rise (until recently) in the budget deficit; and the frequency divided government, with Congress and the White House controlled by different parties. Major partisan disagreements over priorities and processes also heighten conflict between the legislature and the executive. Oversight occurs in virtually any congressional activity and through a wide variety of channels, organisations, and structures. These range from formal committee hearings to informal Member contracts with executive officials, from staff studies to support agency reviews, and from casework conducted by Member offices to studies prepared by non-congressional entities, such as statutory commissions and offices of inspector general.

Book Improving the Quality of Long Term Care

Download or read book Improving the Quality of Long Term Care written by Institute of Medicine and published by National Academies Press. This book was released on 2001-02-27 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Among the issues confronting America is long-term care for frail, older persons and others with chronic conditions and functional limitations that limit their ability to care for themselves. Improving the Quality of Long-Term Care takes a comprehensive look at the quality of care and quality of life in long-term care, including nursing homes, home health agencies, residential care facilities, family members and a variety of others. This book describes the current state of long-term care, identifying problem areas and offering recommendations for federal and state policymakers. Who uses long-term care? How have the characteristics of this population changed over time? What paths do people follow in long term care? The committee provides the latest information on these and other key questions. This book explores strengths and limitations of available data and research literature especially for settings other than nursing homes, on methods to measure, oversee, and improve the quality of long-term care. The committee makes recommendations on setting and enforcing standards of care, strengthening the caregiving workforce, reimbursement issues, and expanding the knowledge base to guide organizational and individual caregivers in improving the quality of care.
