GAO was asked to review RUS's management of its programs to fund broadband deployment, including consistency with leading practices for federal funding, program management, and broadband deployment. This report examines the extent to which RUS's procedures and activities are consistent with leading practices and how, if at all, its management practices could be improved. GAO synthesized, from federal guidance and relevant literature, a set of 10 leading practices that would be appropriate for the management of broadband loan and grant programs. GAO validated its set of practices with states that have programs similar to the RUS programs. GAO then reviewed RUS documentation and interviewed RUS officials and six program recipients, selected for having geographically dispersed projects currently under construction. Based on this information, GAO determined whether RUS's procedures and activities were consistent, partially consistent, or not consistent with each leading practice. "

Book excerpt: Since the enactment of the federal Telecommunications Act of 1996, the federal government has taken an incremental and decentralized approach toward ensuring availability of broadband services for all Americans. The federal government and the states have tried to reconcile two sometimes incompatible objectives of promoting competition among broadband service providers and reducing gaps in broadband deployment between sparsely and more densely populated regions. Federal and state funding mechanisms have been used to subsidize supply and stimulate demand in regions where private cost-benefit analyses have not justified investments in broadband infrastructure. In the absence of a national broadband policy, states have initiated their own programs for identifying gaps in broadband services between rural and urban areas. This article explains how the federal-state partnership has evolved since 1996 to further broadband deployment and subscription goals, particularly in matters of shared public policy concern, such as health care services, education, economic development, and public safety and security. Finally, this article suggests a linear five-step approach for state broadband policy development in the context of this evolving federal-state partnership and rapidly changing technology. Examples of state laws enacted to facilitate broadband access are cited to illustrate state strategies toward reducing deployment gaps and increasing subscription. The Federal Communication Commission's latest order regarding data collection and its reconstituted Federal State Joint Conference on Advanced Services may provide an opportunity for joint state-federal strategic policy formulation in the vein of that adopted by some states described in this article.

Book excerpt: This original CERRE report reveals that the current level of public funds to support broadband deployment in Europe is insufficient compared against the ambitious targets for fibre to the home (FTTH). The report also suggests that the use of this funding is poorly co-ordinated, insufficiently monitored, and subject to rules which need to be simplified and updated. It is the first study of its kind: the authors have undertaken a systematic analysis of all of the 157 broadband measures notified to the European Commission by Member States over the past 15 years. Based on this research, the authors have identified critical issues and provided recommendations on how to better support the deployment of broadband infrastructure in Europe. The authors estimate that public funding from all sources to support broadband deployment in the period to 2020 amounts to around €7 billion per year. At this rate it will take Europe nearly 30 years to meet its FTTH targets. They also find wide variations in public funding for broadband between Member States: in the period 2003-18 France spent around €215 per capita and Italy €145, whilst the majority of Member States spent less than €100 per capita and some less than €10. “We found that broadband infrastructure receives less than 5% of available European funds, despite being a strategic priority for Europe and for the Juncker Commission”, said CERRE Research Fellow Richard Feasey. “Current public funding is insufficient if Europe is to achieve its Gigabit Society targets. It is equally important that whatever public funds are allocated, they are also used efficiently”. The authors provide recommendations for EU and national policy makers, including: 1. Mobilise grassroots interests in public funding of broadband with an EU-wide competition for funds. 2. Improve coordination between the European Investment Bank and the European Commission’s DG Competition to ensure that in each case the appropriate public funding instrument is used. 3. Increase the share of European funds allocated to broadband. 4. Revise the existing ‘Broadband State Aid Guidelines’ now to clarify elements such as: - when and how public funds can be used if commercial operators have no plans to deploy Very High Capacity infrastructure; - require that State Aid can only be used once adoption rates for a new technology have achieved certain thresholds in areas where it has already been deployed by the private sector; - consider allowing higher prices for broadband services provided by publicly funded networks in order to reduce the cost to the taxpayer and increase the coverage that can be obtained; - explain how the universal service provisions of the new EU Electronic Communications Code will ensure that all users can benefit from affordable access to publicly funded broadband networks; - simplify the regime so that measures to protect competition align with those that already apply to commercially-funded networks under the Significant Market Power regime and ensure enforcement. 5. Require Member States to provide more data to enable the evaluation of the effectiveness of State Aid measures. ‘Effectiveness’ should be measured by whether public funds achieve the goal of extending broadband services to the greatest number for the lowest cost to the taxpayer, and not simply in terms of competition or the time taken to approve the project. “If broadband infrastructure deployment is a priority for the EU, we think that the Commission should also explore how to formalise its Digital Agenda and Gigabit Society targets, to give Member States stronger incentives to meet those targets”, conclude the authors. Chapter 1 focuses on the gaps specifically related to broadband availability and adoption. How broadband is defined and characterized in statute and in regulation can have a significant impact on federal broadband policies and how federal resources are allocated to promote broadband deployment in unserved and underserved areas as discussed in chapter 2. The move to place restrictions on the owners of the networks that comprise and provide access to the internet, to ensure equal access and nondiscriminatory treatment, is referred to as "net neutrality." While there is no single accepted definition of net neutrality most agree that any such definition should include the general principles that owners of the networks that comprise and provide access to the internet should not control how consumers lawfully use that network; and should not be able to discriminate against content provider access to that network as reported in chapters 3 and 4. The "digital divide" is a term that has been used to characterize a gap between "information haves and have-nots," or in other words, between those Americans who use or have access to telecommunications and information technologies and those who do not. Chapter 5 focuses on the one important subset of the digital divide debate which concerns high-speed internet access and advanced telecommunications services, also known as broadband. While there are many examples of rural communities with state-of-the-art telecommunications facilities, recent surveys and studies have indicated that, in general, rural areas tend to lag behind urban and suburban areas in broadband deployment. The Rural Utilities Service (RUS) at the U.S. Department of Agriculture (USDA) houses three ongoing assistance programs exclusively created and dedicated to financing broadband deployment: the Rural Broadband Access Loan and Loan Guarantee Program, the Community Connect Grant Program, and the ReConnect Program. Chapter 6 discusses each of these programs. Tribal lands are generally in remote and rugged areas and broadband access can help residents develop online businesses, access telemedicine services, and use online educational tools. However, residents of tribal lands have lower levels of broadband access than residents of non-tribal lands. Chapters 7 through 11 report on the status of broadband on tribal lands.
