These boats must be replaced frequently, given the harsh environments and challenging operations in which they are used. To keep up with this demand in a cost-effective way, the USCG has determined that it needs an enduring Program Management Office to manage boats acquisition efforts. The RAND Corporation's Homeland Security Operational Analysis Center (HSOAC) was asked to conduct a 90-day study to identify best practices and lessons learned for improving boats acquisition by reviewing the current boats acquisition program and similar programs inside and outside the USCG and make recommendations for the structure, funding strategy, and processes of a future enduring boats acquisition program. We review the current boats acquisition program and similar organizations inside and outside the USCG, assess possible funding and structural strategies, and make recommendations on these topics for USCG leadership.

GAO has reported extensively on the Coast Guard's significant challenges with its major acquisition programs, including its Deepwater Program. GAO has also recognized steps the Coast Guard has taken to improve acquisition management. Additionally, GAO has recommended that the Coast Guard complete a review of the Deepwater Program to clarify the mix of assets that are needed to meet mission needs and trade-offs while considering fiscal constraints, because the program had exceeded its $24.2 billion baseline. This testimony updates (1) Coast Guard efforts to manage major acquisitions, (2) challenges programs are facing in the areas of cost and schedule, and (3) the status of the Deepwater fleet mix analysis. This statement is largely based on GAO-11-480 which is being issued today. In that report, GAO recommended that the Coast Guard formalize its database of agreements with the Department of Defense (DOD). The Department of Homeland Security agreed with the recommendation. This statement also draws from prior GAO reports and ongoing work related to Deepwater. GAO reviewed the first phase of the Coast Guard's fleet mix analysis, contract documents, and budget information. GAO also interviewed Coast Guard officials responsible for conducting the fleet mix analysis. For the new information, GAO obtained Coast Guard views and incorporated technical comments where appropriate.

Book excerpt: The term Deepwater refers to a collection of more than a dozen Coast Guard acquisition programs for replacing and modernizing the service's aging fleet of deepwater-capable ships and aircraft. Until April 2007, the Coast Guard had pursued these programs as a single, integrated acquisition program that was known as the Integrated Deepwater System (IDS) program or the Deepwater program for short. The now-separated Deepwater acquisition programs include plans for, among other things, 91 new cutters, 124 new small boats, and 247 new or modernized airplanes, helicopters, and unmanned aerial vehicles (UAVs). The Coast Guard has requested a total of $990.4 million in acquisition funding for FY2009 for Deepwater programs. The year 2007 was a watershed year for Deepwater acquisition. The management and execution of what was then the single, integrated Deepwater program was strongly criticized in reports and testimony from the Department of Homeland Security Inspector General (DHS IG), the Government Accountability Office (GAO), the Defense Acquisition University (DAU), and other observers. House and Senate committees held several oversight hearings on the program, at which several Members of Congress strongly criticized the management and execution of the program, particularly regarding problems in programs to acquire new and modernized cutters and patrol boats. Bills were introduced to restructure or reform the Deepwater program in various ways. Coast Guard and industry officials acknowledged certain problems in the program s management and execution and defended the program s management and execution in other respects. The Coast Guard announced a number of reform actions that significantly altered the service s approach to Deepwater acquisition (and to acquisition in general), resulting, for example, in the shift from a single, integrated Deepwater acquisition program to a collection of individual Deepwater acquisition programs.
