Book excerpt: Importation of Plants for Planting - Establishment of Category of Plants for Planting Not Authorized for Importation Pending Pest Risk Analysis (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Importation of Plants for Planting - Establishment of Category of Plants for Planting Not Authorized for Importation Pending Pest Risk Analysis (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are amending the regulations to establish a new category of regulated articles in the regulations governing the importation of nursery stock, also known as plants for planting. This category will list taxa of plants for planting whose importation is not authorized pending pest risk analysis. If scientific evidence indicates that a taxon of plants for planting is a quarantine pest or a host of a quarantine pest, we will publish a notice that will announce our determination that the taxon is a quarantine pest or a host of a quarantine pest, cite the scientific evidence we considered in making this determination, and give the public an opportunity to comment on our determination. If we receive no comments that change our determination, the taxon will subsequently be added to the new category. We will allow any person to petition for a pest risk analysis to be conducted to consider whether to remove a taxon that has been added to the new category. After the pest risk analysis is completed, we will remove the taxon from the category and allow its importation subject to general requirements, allow its importation subject to specific restrictions, or prohibit its importation. We will consider applications for permits to import small quantities of germplasm from taxa whose importation is not authorized pending pest risk analysis, for experimental or scientific purposes under controlled conditions. This new category will allow us to take prompt action on evidence that the importation of a taxon of plants for planting poses a risk while continuing to allow for public participation in the process. Book excerpt: Importation of Fruits and Vegetables (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Importation of Fruits and Vegetables (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are amending the fruits and vegetables regulations to list a number of fruits and vegetables from certain parts of the world as eligible, under specified conditions, for importation into the United States. Many of these fruits and vegetables have been eligible for importation under permit, but were not specifically listed in the regulations. All of the fruits and vegetables, as a condition of entry, will be inspected and subject to treatment at the port of first arrival as may be required by an inspector. In addition, some of the fruits and vegetables will be required to be treated or meet other special conditions. We are also recognizing areas in several countries as free from certain fruit flies; adding, modifying, or removing certain definitions; modifying existing treatment requirements for specified commodities; and making other miscellaneous changes. These actions will improve the transparency of our regulations while continuing to protect against the introduction of quarantine pests through imported fruits and vegetables. Book Revision of Fruits and Vegetables Import Regulations Us Animal and Plant Health Inspection Service Regulation Aphis 2018 Edition

Download or read book Revision of Fruits and Vegetables Import Regulations Us Animal and Plant Health Inspection Service Regulation Aphis 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-06-18 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Revision of Fruits and Vegetables Import Regulations (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Revision of Fruits and Vegetables Import Regulations (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are revising and reorganizing the regulations pertaining to the importation of fruits and vegetables to consolidate requirements of general applicability and eliminate redundant requirements, update terms and remove outdated requirements and references, update the regulations that apply to importations into territories under U.S. administration, and make various editorial and nonsubstantive changes to regulations to make them easier to use. We are also making substantive changes to the regulations, including: Establishing criteria that, if met, will allow us to approve certain new fruits and vegetables for importation into the United States and to acknowledge pest-free areas in foreign countries more effectively and expeditiously and doing away with the practice of listing in the regulations specific commodities that may be imported subject to certain types of phytosanitary measures. These changes are intended to simplify and expedite our processes for approving certain new imports and pest-free areas while continuing to allow for full public participation in the processes. This rule revises the structure of the fruits and vegetables import regulations and establishes a new process for approving certain new commodities for importation into the United States. It does not, however, allow the importation of any specific new fruits or vegetables, nor does it alter the conditions for importing currently approved fruits or vegetables except as specifically described in this document. To the extent that our trading partners consider the length of time it takes to conduct the rulemaking process a trade barrier, these changes may facilitate the export of U.S. agricultural commodities by reducing that time for fruits and vegetables that meet this rule's criteria. The changes do not alter the manner in which the risk associated with a commodity import request is evaluated, nor do they alter the manner in which those risks are ultimately mitigated. This book was released on 2018-06-09 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: Certification Program for Imported Articles of Pelargonium spp. and Solanum spp. To Prevent Introduction of Potato Brown Rot (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Certification Program for Imported Articles of Pelargonium spp. and Solanum spp. To Prevent Introduction of Potato Brown Rot (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are adopting as a final rule, with changes, an interim rule that amended the regulations by establishing a certification program for articles of Pelargonium spp. and Solanum spp. imported from countries where the bacterium Ralstonia solanacearum race 3 biovar 2 (R3B2) is known to occur. The interim rule prohibited the importation of articles of Pelargonium spp. and Solanum spp. from countries where R. solanacearum R3B2 is known to occur unless the articles are produced in accordance with the certification program. This final rule amends the regulations by modifying some of the requirements of the certification program to make them clearer and more flexible, by providing for the establishment of areas that are free of R. solanacearum R3B2 within countries where the bacterium is known to occur, and by exempting imported seeds of Pelargonium spp. and Solanum spp. from all requirements related to R. solanacearum R3B2. The requirements of the certification program are designed to ensure that R. solanacearum R3B2 will not be introduced into the United States through the importation of articles of Pelargonium spp. and Solanum spp. This certification program is necessary to prevent the introduction of this bacterial strain into the United States. Download or read book Exotic Newcastle Disease Quarantine Restrictions Us Animal and Plant Health Inspection Service Regulation Aphis 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-06-11 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Exotic Newcastle Disease - Quarantine Restrictions (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Exotic Newcastle Disease - Quarantine Restrictions (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are making several changes to the exotic Newcastle disease domestic quarantine regulations, including adding an option for the movement of pet birds; adding restrictions on the interstate movement of live ratites out of quarantined areas; harmonizing our domestic and import regulations regarding the movement of dressed carcasses of dead birds and dead poultry; providing for the use of alternative procedures for treating manure and litter and for composting; and adding an additional surveillance period after the conditions for removing quarantine are met before quarantine is removed. We concluded that these changes are necessary based on our experiences during the eradication programs for the 2002-2003 outbreaks of exotic Newcastle disease in California, Arizona, Nevada, and Texas. In the event of an exotic Newcastle disease outbreak, these changes will help to ensure that exotic Newcastle disease does not spread from quarantined areas and that exotic Newcastle disease is eradicated within quarantined areas.
