Book excerpt: The theoretical claims for eco-tariffs are rigorously analyzed within a unified framework formed of an international trade model enriched with both a domestic and a global externality. During the course of the analysis the model is modified to analyze an array of contexts for which eco-tariffs have been claimed to improve environmental quality or welfare. The circumstances and conditions are characterised under which such tariffs can be shown to improve environmental quality and social welfare, taking account of general equilibrium effects. The theoretical results are applied in a policy analysis of eco-tariffs and other trade instruments in the context of domestic and global environmental policy in order to assess the relevance of the eco-tariffs that have been subjected to the theoretical analysis. Finally, the GATT/WTO rules and regulations are presented, since to date these have banned the use of eco-tariffs. The rules and regulations are mapped against the theoretical results to show which rules ought to be changed.

Book excerpt: We consider a partial equilibrium Cournot-oligopolistic model in which the domestic market of two differentiated goods is served by a number of identical domestic firms and exports by foreign firms. In chapter 1, we characterize the optimality conditions with an emission standard and lump-sum tax to target the distortions, and we find the optimal instrument that targets the emission or pollution most efficiently. Through our study we find out that the use of right mix of environmental and non-environmental policy instruments could decrease emissions and increase welfare of the economy at the same time, even when there is foreign competition. Next, we introduce cross-border pollution and model pollution content tariff imposed on the imports from foreign country as one of the instruments for the domestic country in chapter 2. We first characterize the optimal values of the policy instruments and then design multilateral piecemeal policy reforms that unambiguously improve the welfare of the countries involved and reduce emissions. In chapter 3, we compare the effectiveness of two policy instruments in reducing pollution: subsidies tied to R&D and tariffs as trade barriers. Our paper shows that multilateral piecemeal policy reforms could be designed where 'carrots' in the form of tied subsidies to R&D would prove to be more beneficial than 'sticks' in the form of tariffs, in reducing the pollution and increasing the welfare for the two countries.

This thesis attempts to examine the welfare and environmental effects of upstream and downstream environmental subsidies as well as an upstream trade policy, using a model where a developed country (the North) imports renewable energy equipment from a newly industrialised country (the South). Chapter 1 develops a two-country, three-good model to investigate the welfare and environmental effects of unilateral Northern policies - consisting of a downstream feed-in tariff premium for residential renewable electricity generation and an upstream import tariff on renewable energy equipment. We consider two market structures in the equipment sector - a Southern monopoly and an asymmetric Cournot international duopoly producing a homogeneous product. We show, inter alia, that domestic feed-in tariff premium always increases the endogenous Northern import tariff, and vice versa. Pollution externality reinforces rather than necessitates the policy complementarity. Chapter 2 conducts numerical simulations to illustrate Chapter 1 and address issues not solvable analytically. We study both market structures and generate a Northern policy mix. Then we shift to bilateral policies by introducing a Southern cost-reducing R&D subsidy. We find that the counter-intuitive net installation-dampening effect of the Northern FIT premium in the monopoly case is driven by its strong indirect price-raising effect, since the premium induces a higher optimal domestic import tariff. We also compare the equilibrium levels of policies, welfare and pollution harm across cooperative and non-cooperative strategies, as well as the Northern policy mix and Northern single policy scenarios. Chapter 3 theoretically extends Chapter 1 by considering three main alternative renewable energy policy instruments. Specifically, we examine how a Southern R&D subsidy and a Northern output subsidy interact with the Northern FIT premium and import tariff. Then we explore the effect of trade protection in the presence of a binding emissions target or a binding renewable energy share target. Emissions are unaffected under a binding emissions target, but interestingly, they are decreasing in the degree of trade protection under a binding renewable energy share target.

This book is the first to compare the costs and outcomes of these approaches by examining realworld applications. In a unique format, paired case studies from the United States and Europe contrast direct regulation on one side of the Atlantic with an incentivebased policy on the other. For example, Germany‘s direct regulation of SO2 emissions is compared with an incentive approach in the U.S. Direct regulation of water pollution via the U.S. Clean Water Act is contrasted with Hollands incentive-based fee system. Additional studies contrast solutions for eliminating leaded gasoline and reducing nitrogen oxide emissions, CFCs, and chlorinated solvents. The cases presented in Choosing Environmental Policy were selected to allow the sharpest, most direct comparisons of direct regulation and incentive-based strategies. In practice, environmental policy is often a mix of both types of instruments. This innovative investigation will interest scholars, students, and policymakers who want more precise information as to what kind of 'blend' will yield the most effective policy. Are incentive instruments more efficient than regulatory ones? Do regulatory policies necessarily have higher administrative costs? Are incentive policies more difficult to monitor? Are firms more likely to oppose market-based instruments or traditional regulation? These are some of the important questions the authors address, often with surprising results.
