This book addresses the important issue of climate change and food security in West Asia and North Africa and presents the appropriate strategies which could help in the development of new policies to better adapt agriculture production systems and enhance food security in WANA.

Climate change is having a much greater impact in the Mediterranean than the global average. In the Paris Climate Agreement, the UN member states pledged to stop global warming at well below two degrees, if possible at 1.5 degrees. This mark, which is expected elsewhere only for 2030 to 2050, has already been reached in the region. The situation could worsen in the coming years if the global community does not limit its emissions. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries in the Mediterranean region on the one hand, but also on the many problems it faces on the other, which prevent adaptation efforts. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic, and political problems posed by climate change in the region, in order to replicate and even upscale the successful approaches used. It is against this background that the book "Climate Change in the Mediterranean and Middle Eastern Region" has been produced. For each country/region, we are adopting a three-phase approach. * In the first phase, contracted research-such as this publication-explores the latest scientific findings on the impact of climate change in the specific region/country. * In the second phase, a workshop or conference composed of experts from outside the Intelligence Community (IC) will determine whether anticipated changes from the effects of climate change will force inter- and intra-state migrations, cause economic hardship, or result in increased social tensions or state instability within the country/region. * In the final phase, the NIC's Long-Range Analysis Unit (LRAU) will lead an IC effort to identify and summarize for the policy community the anticipated impact on US national security.

Book excerpt: Climate change and migration are major concerns in the MENA region, yet the empirical evidence on the impact of climate change and extreme weather events on migration remains limited. Information is broadly lacking on how households in vulnerable areas perceive changes in the climate, how they are affected by extreme weather events, whether they benefit from community and government programs to help them cope with and adapt to a changing climate, and how these conditions influence the decision of household members to migrate, either temporarily or permanently. This introductory chapter summarizes briefly the main results of the study which relied on existing data as well as focus groups and new household surveys collected in 2011 in Algeria, Egypt, Morocco, Syria, and Yemen. The results suggest that households do perceive important changes in the climate, and that many households are being affected by extreme weather events resulting in losses in income, crops, and livestock. The coping and adaptation strategies used by households to deal with weather shocks are diverse, but also limited, with most households not able to recover from the negative impact of weather shocks. The ability of community level responses and government programs to support households is also very limited. Finally, while climate change is not today the main driver of migration flows, it does appear to contribute substantially to these flows, so that worsening climatic conditions are likely to exacerbate future migration flows.

In April 2009, CENTRA Technology, Inc., convened a group of regional experts to explore the socio-political challenges, civil and key interest group responses, government responses, and regional and geopolitical implications of climate change on Russia through 2030. The group of outside experts consisted of social scientists, economists, and political scientists. Although the targeted time frame of the analysis was to 2030, the perceptions of decisionmakers in 2030 will be colored by expectations about the relative severity of climate changes projected later in the century. The participants accordingly considered climate impacts beyond 2030 where appropriate. The panelists concluded that systemic state failures attributable solely to climate change to 2030 are not likely. However, climatic stress coupled with socioeconomic crises and ineffective state responses could generate localized social or governmental collapses and humanitarian crises. The effects of climate change in North Africa will exacerbate the region's existing challenges of insufficient water and food resources, low economic growth, inadequate urban infrastructure, and weak sociopolitical systems.

The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.

It includes such impacts as sea-level rise, water availability, agricultural shifts, ecological disruptions and species extinctions, infrastructure at risk from extreme weather events (severity and frequency), and disease patterns. This paper addresses the extent to which the countries in the region are vulnerable to climate change impact. The targeted time frame is to 2030, although various studies referenced in this report have diverse time frames. This assessment also identifies (Annex B) deficiencies in climate change data that would enhance the IC's understanding of potential impacts on North Africa and other countries/regions.
