More importantly, the second objective of the book is to identify gaps in knowledge, empirical uncertainties, and missing theoretical structures and then to establish a preliminary agenda for new research on this topic. The book is organized in two sections. The first covers the core body of intergovernmental fiscal relations, including optimal size for jurisdictions and assignment of public sector functions, the formulation and execution of tax policy in an intergovernmental setting, and the appropriate structure and use of intergovernmental transfers. In the second section, the core knowledge is applied to four major policy areas: education, welfare, fiscal interaction in urban areas, and economic development. In thinking about a new research agenda, the authors call for more current and authoritative estimates of fiscal incidence, including interjurisdictional spillovers, for more fundamental research about the federation process and effects of consolidation, for new evidence about the long run, general equilibrium effects of interjurisdictional competition, and for basic research about the choice process and establishment of intergovernmental fiscal institutions and policies by federal and subnational governments.

An Integrated Infrastructure Delivery Model for Developing Economies: Planning and Delivery Management Attributes is premised on the understanding that one of the most significant barriers to efficient and effective infrastructure delivery is the nature and extent of fragmentation in the ways in which infrastructure projects are planned, designed, and delivered. Using a Delphi method, the research presented in this book examines the infrastructure delivery models and practices that have been employed in South Africa and other developing countries, and in doing so presents eight attributes for integrated infrastructure delivery. These are: (i) developing a common vision for the community, (ii) stakeholder participation, (iii) integrated project development and scoping, (iv) access to planning information, (v) cross-sectoral planning, (vi) integrated infrastructure master plans, (vii) statutory and regulatory compliance and (viii) integrated contractual frameworks. The book presents a practical model that can serve as a guide and a manual for project planning and development to achieve integrated infrastructure delivery in developing economies. The proposed model should serve as a framework to inform future planning and programming of infrastructure projects within the public sector space. Furthermore, the application of the model will help resolve the problems of fragmentation and lack of coordination in how infrastructure projects are planned and implemented. This book will be beneficial to infrastructure practitioners, policymakers, researchers and academics who pursue best practice models to improve the delivery and management of infrastructure.

Yet, over and over again, the managers of public organization disregard or handle poorly the critical problems involved in starting and developing new programs or in modifying existing ones. This book presents a new decision-making rationale-the implementation perspective-as the basic guide to social service program management. The cardinal principle is that the central focus of policy must be at the point of service delivery. Here is where management must redirect its attention. The demand is to concentrate on the hard, dirty, time-consuming work of building the local delivery capacity needed to provide better social services and to implement new program decisions over time. The Implementation Perspective is a message for our times. Even those who would continue the nation's effort to meet its social obligations are finding that simply calling for big new programs and more spending is no longer satisfying. Moreover, Proposition 13, the balanced budget movement, inflation, and compelling demands for new funds in such areas as energy, now squeeze social programs. New directions may have to come, not from new funds, but from rethinking and redirection and, more to the point, the better management of existing programs.
