These implementations enabled the use of new Warfighter technologies, provided more affordable manufacturing processes, and achieved rapid and economical repair of critical systems and components. ManTech funding for individual projects ranged from $200K to over $10M. Many of these efforts resulted in major cost avoidance in the acquisition of military equipment. Some examples of manufacturing technologies and processes that were successfully implemented include the following: affordable MEMS-based Inertial Measurement Units (IMUs); military apparel manufacturing supply chain process improvements; C-17 main landing gear composite doors; laser shock peening techniques for increased durability of Army and Air Force propulsion systems; laser additive manufacturing processes to repair aircraft components; a composite overwrap process for lightweight cannons; improved Lithium-Ion energy storage systems for SEAL Delivery Vehicles and Future Combat Systems; new manufacturing processes to reduce cost of the Large Aircraft Infrared Countermeasures Systems; and non-destructive inspection techniques for F100 and F110 engine components. This report is organized in accordance with the structure of the Joint Defense Manufacturing Technology Panel Sub-panels and, hence, the main body of the report (Sections 2 through 5) is categorized by electronics, metals, composites, and other manufacturing technologies and processes. "Implementation", as defined by section 234 means the use of a technology or process in the manufacture of defense materiel; the inclusion of a technology or process in the systems engineering plan for a program of record; or the use of a technology or process for the manufacture of a comme.

This requirement was amended by Public Law 107-314, Section 213, the Bob Stump National Defense Authorization Act for Fiscal Year 2003, enacted December 2, 2002. The amendments: reduced the requirement for update and submission of the five-year plan from annually to biennially; deleted the requirement to include an assessment of program effectiveness; deleted an assessment of the extent to which the costs of manufacturing technology projects are being shared; and deleted the requirement for plans for implementation of the advanced manufacturing technologies and processes being developed under the Program. The complete text of Section 2521, as amended, is presented in Appendix A. This, the sixth Five-year Plan For The ManTech Program is significantly condensed from prior year plans in that it addresses only the amended Title 10 requirements. It is presented as a supplement to the FY03 - FY07 plan and provides an update of the ManTech Program s objectives, milestones, priorities, and investment strategy by the joint program, by each military department participating in the program, and by the Defense Logistics Agency (DLA).

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

As of May 2017, 14 manufacturing innovation institutes had been established to facilitate the movement of early-stage research into proven capabilities ready for adoption by U.S. manufacturers. To better understand the role and experiences of the Manufacturing USA institutes to date, a committee of the Innovation Policy Forum of the National Academies of Sciences, Engineering, and Medicine convened a workshop on May 23, 2017 drawing together institute directors and manufacturing policy experts along with leaders from industry, academia, and government. Participants addressed the role of the manufacturing institutes in increasing advanced manufacturing in the United States, examined selected foreign programs designed to support advanced manufacturing, and reviewed recent assessments of existing institutes. This publication summarizes the presentations and discussions from the workshop.

Two important questions emerged for study: what is the risk of denial of critical products from foreign sources and what must the United States do to assure access to future critical products and technologies? This report presents an assessment addressing those two questions. It also provides an analysis of a strategic approach to manage the consequences of this trend towards increased globalization. Finally, the report offers a set of recommendations to implement this strategy and to increase assurance of access to critical technologies.

There are several major categories of costs that contribute to Total Ownership Cost but the principal categories are (1) R & D, (2) Production, (3) Operating and Support, and (4) Disposal System TOC is the same as Life Cycle Cost (LCC) and has implications for Cost As an Independent Variable (CAIV), cost-performance tradeoffs, affordability, and cost to achieve required operational availability. The Program Manager (PM) is responsible for developing and managing system TOC, with input from key stakeholders, such as the sponsor and users. This paper addresses incentives that can be employed to encourage life cycle cost perspective. It examines the critical issues associated with understanding and implementing the TOC concept and provides recommendations to assist PMs to knowledgeably execute a TOC plan. Metrics necessary to ensure appropriate implementation are explored. Various methods of controlling and reducing TOC are evaluated, including communication among stakeholders, CAlV documentation, tradeoff analysis, Reliability-Centered Maintenance (RCM); Performance-Based Logistics (PBL), Commercial Operations & Support Savings Initiative (COSSI), Earned Value Management System (EVMS), Activity-Based Costing (ABC), Value Engineering, and lessons from R-TOC Pilots.
