An ecological approach to practice stresses that effective social work intervention occurs through not only working with individuals, but also with the familial, social, and cultural factors that impact their social functioning. The power of the ecological approach, through focusing on multiple factors for assessment and intervention, is that it integrates empirically based theories from various fields including social work, psychology, and anthropology. The book represents an effort to define the goals, commitments, and approaches that have emerged out of the history of social work and to relate them to similar concepts and values that are central to an ecological approach to practice. Three pervasive and unifying themes run through the book. One is the constant commitment to goals of facilitating human development. Pardeck suggests this is a central ethic that defines and distinguishes an ecological approach to social work practice. The second theme is an affirmation of the basic utility of a systems approach in conceptualizing and intervening in human needs, concerns, and problems. The ecological perspective views human beings as social organisms engaged in patterns of relationships that nurture or inhibit this basic humanity. The third theme is an interactionist view of the importance of person-environment fit as a central dynamic in human functioning. The traditional intra-psychic aspects of human behavior have tended to obscure the immense importance of both nurturing and potentially damaging forces at work in the social environment. This volume will be of considerable interest to social work educators and practitioners as well as their research libraries.

Book excerpt: The ecosystem approach, broadly understood as a legal and governance strategy for integrated environmental and biodiversity management, has been adopted within a wide variety of international environmental legal regimes and provides a narrative, a policy approach and in some cases legally binding obligations for States to implement what has been called a ‘new paradigm’ of environmental management. In this last respect, the ecosystem approach is also often considered to offer an opportunity to move beyond the outdated anthropocentric framework underpinning much of international environmental law, thus helping re-think law in the Anthropocene. Against this background, this book addresses the question of whether the ecosystem approach represents a paradigm shift in international environmental law and governance, or whether it is in conceptual and operative continuity with legal modernity. This central question is explored through a combined genealogical and biopolitical framework, which reveals how the ecosystem approach is the result of multiple contingencies and contestations, and of the interplay of divergent and sometimes irreconcilable ideological projects. The ecosystem approach, this books shows, does not have a univocal identity, and must be understood as both signalling the potential for a decisive shift in the philosophical orientation of law and the operationalisation of a biopolitical framework of control that is in continuity with, and even intensifies, the eco-destructive tendencies of legal modernity. It is, however, in revealing this disjunction that the book opens up the possibility of moving beyond the already tired assessment of environmental law through the binary of anthropocentrism and ecocentrism.

By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. Because fisheries have a direct impact on the ecosystem, which is also impacted by other human activities, they need to be managed in an ecosystem context. The meaning of the terms "ecosystem management", "ecosystem-based management", "ecosystem approach to fisheries" (EAF), etc., are still not universally defined and progressively evolving. The justification of EAF is evident in the characteristics of an exploited ecosystem and the impacts resulting from fisheries and other activities. The rich set of international agreements of relevance to EAF contains a large number of principles and conceptual objectives. Both provide a fundamental guidance and a significant challenge for the implementation of EAF. The available international instruments also provide the institutional foundations for EAF. The FAO Code of Conduct for Responsible Fisheries is particularly important in this respect and contains provisions for practically all aspects of the approach. One major difficulty in defining EAF lies precisely in turning the available concepts and principles into operational objectives from which an EAF management plan would more easily be developed. The paper discusses these together with the types of action needed to achieve them. Experience in EAF implementation is still limited but some issues are already apparent,e.g. in added complexity, insufficient capacity, slow implementation, need for a pragmatic approach, etc. It is argued, in conclusion, that the future of EAF and fisheries depends on the way in which the two fundamental concepts of fisheries management and ecosystem management, and their respective stakeholders, will join efforts or collide.

Book excerpt: Legislating for the ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of the EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, intersectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how the EAF is being implemented through national policy and legal frameworks, FAO developed A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks. The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Sierra Leone with the EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for the EAF, are reflected in Sierra Leone's policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of the EAF. This report was elaborated following a participatory approach with the involvement of the national competent authorities of Sierra Leone. Drafted in July 2021, the report was submitted to the national authorities of Sierra Leone in October 2021, and further revised and resubmitted in November 2022. The Ministry of Fisheries and Marine Resources of Sierra Leone revised and endorsed this EAF Legal Report in February 2023.
