Known as the senmyo, they were inscribed in Old Japanese in the court history Shoku Nihongi (Chronicles of Japan, Continued), the language of whose narrative was classical Chinese. As oracular pronouncements of monarchs who considered themselves living gods, they are an invaluable source for early Japanese history, religion, and linguistics. It was these edicts that attracted the attention of the great 18th century philologist Motoori Norinaga, who published a lengthy commentary on these venerable documents. Norinaga was greatly interested in the apparent purity of the ancient Japanese language found in these edicts as well as in the Kojiki and Man'yoshu; his commentary identified the sixty-two senmyo now comprising the canon, and his readings still form the foundation for the study of these texts to the present day.This is the first complete English translation of the imperial edicts.

Chinese Outcasts shows that some Chinese were in fact treated as outcasts or semi-outcasts. They include the boat people of South China and certain less well-known groups in different regions, including the "musicians' households" and the "fallen people". The reasons for their inferior status and perceived impurity is examined, as well as the intent behind a series of imperial emancipation edicts in the 1720s and 30s. The edict provided an escape route from inferior legal status but failed to put a quick end to customary social discrimination.

Conveniently marking a watershed between the prosperous eighteenth century and the tragic post-Opium War era, this quarter century has nevertheless been glossed over as an unremarkable interlude separating two well-studied epochs of transformation. White Lotus Rebels and South China Pirates presents a major reassessment of this period by examining how the emperors, bureaucrats, and foreigners responded to the two crises that shaped the transition from the Qianlong to the Jiaqing reign. Wensheng Wang argues that the dramatic combination of internal uprising and transnational piracy, rather than being a hallmark of inexorable dynastic decline, propelled the Manchu court to reorganize itself through modifications in policymaking and bureaucratic structure. The resulting Jiaqing reforms initiated a process of state retreat that pulled the Qing Empire out of a cycle of aggressive overextension and resistance, and back onto a more sustainable track of development. Although this pragmatic striving for political sustainability was unable to save the dynasty from ultimate collapse, it represented a durable and constructive approach to the compounding problems facing the late Qing regime and helped sustain it for another century.

Until now, only the Tang (618–907 C.E.) and Qing (1644–1911 C.E.) codes have been available in English translation. The present book is the first English translation of The Great Ming Code (Da Ming lu), which reached its final form in 1397. The translation is preceded by an introductory essay that places the Code in historical context, explores its codification process, and examines its structure and contents. A glossary of Chinese terms is also provided. One of the most important law codes in Chinese history, The Great Ming Code represents a break with the past, following the alien-ruled Yuan (Mongol) dynasty, and the flourishing of culture under the Ming, the last great Han-ruled dynasty. It was also a model for the Qing code, which followed it, and is a fundamental source for understanding Chinese society and culture. The Code regulated all the perceived major aspects of social affairs, aiming at the harmony of political, economic, military, familial, ritual, international, and legal relations in the empire and cosmic relations in the universe. The all-encompassing nature of the Code makes it an encyclopedic document, providing rich materials on Ming history. Because of the pervasiveness of legal proceedings in the culture generally, the Code has relevance far beyond the specialized realm of Chinese legal studies. The basic value system and social norms that the Code imposed became so thoroughly ingrained in Chinese society that the Manchus, who conquered China and established the Qing dynasty, chose to continue the Code in force with only minor changes. The Code made a considerable impact on the legal cultures of other East Asian countries: Yi dynasty Korea, Le dynasty Vietnam, and late Tokugawa and early Meiji Japan. Examining why and how some rules in the Code were adopted and others rejected in these countries will certainly enhance our understanding of the shared culture and indigenous identities in East Asia.

The Justice of Constantineexamines Constantine's judicial and administrative legislation and his efforts to maintain control over the imperial bureaucracy, to guarantee the working of Roman justice, and to keep the will of his subjects throughout the Roman Empire. John Dillon first analyzes the record of Constantine's legislation and its relationship to prior legislation. His initial chapters also serve as an introduction to Roman law and administration in later antiquity. Dillon then considers Constantine's public edicts and internal communications about access to law, trials and procedure, corruption, and punishment for administrative abuses. How imperial officials relied on correspondence with Constantine to resolve legal questions is also considered. A study of Constantine's expedited appellate system, to ensure provincial justice, concludes the book. Constantine's constitutions reveal much about the Theodosian Code and the laws included in it. Constantine consistently seeks direct sources of reliable information in order to enforce his will. In official correspondence, meanwhile, Constantine strives to maintain control over his officials through punishment; trusted agents; and the cultivation of accountability, rivalry, and suspicion among them.
