It was with considerable hesitation and reluctance that I acceded to such representations, because I. felt that I should have to refer to many topics which could be better dealt with by a sailor. On the other hand, lay the argument that the part our army must play in world warfare was sometimes underrated, and that, though secondary to the navy, its efficiency was still an essential element in the force which secured our safety or existence. Imperial defence, although it cannot be carried out at all without a navy, cannot be accomplished by a navy alone; and, the two services being complementary to one another, it seemed not illogical to endeavour to view them in combination and lay stress on the correlation that exists between them. But that all the armed forces we possess should be regarded as a whole was a view I had long held; and such being my opinion, I had the less difficulty in persuading myself to write. In addition, an even more powerful motive actuated me. A constant examination of the history of past campaigns had impressed on me the value of a habit of examining war, and the preparation for war, from the business point of view. This is the last of the five enactments for the expansion of the German Fleet, and it is the most notable and menacing to her neighbours. It is proposed to add only three large ships, two cruisers and seventy-two submarines to the "established strength" of the fleet, but the grave feature of the Act consists in the resolve to set up a new standard of naval efficiency. For many years all nations in the interest of economy kept a large proportion of their men-of-war in reserve. Under the impetus of Germany the tendency of administrations has lately been to achieve rapid action - quick transition from the conditions of peace to those of hostilities. Now the German naval authorities have taken a further step in the same direction, which must impose on Europe the burden of war in times of peace. In future, within four hundred miles of the British Isles, all the most effective ships of the German Navy - battleships, cruisers and torpedo craft - will be held on the leash - manned, stored, victualled and incessantly trained. According to Dr. Javorski, who crossed them all twice, none of these passes is really difficult, though the Dendan Shikan and the Kara are " most uncomfortable." Not one of them is covered with perpetual snow, and the highest is snow-clad only from December to March. North of Bamian there are three places where the road runs for several miles through a deep chink in the rocks, between which there is now and then not enough room for two horsemen to pass one another. Under such conditions there can be no wheeled transport. But horse and foot find little difiiculty, provided they are unopposed. In the mountains, however, no sustenance can be found, except for small parties. The roads from Kandahar to Herat skirt the foot ' of the mountains, and are practicable for wheeled vehicles, as are also those from Kandahar to Kabul, and from Kabul to Peshawar. The Russian frontier at present runs from Zulficar, on the Hari Rud, 100 miles from Herat, to Khamiab on the Oxus. Thence it follows the line of the Oxus to the north of Badakshan, and to the south the Pamir plateau. A Russian statesman proposing to himself the overthrow of the British power in India, would examine the countries which have now been described with a view to the most effective and the most convenient direction for the advance. We may attempt to follow his analysis. The routes on the Russian left, leading from the Pamir through Chitral and Gilgit, are so diff1cult that until recent events it had been the habit to leave them out of consideration. They could never, it was thought, be used for bodies of troops, so long as the Russian frontier was not advanced to the Hindu Kush. The Russians have shewn by their recent action in pushing...

It is for the readers of the following correspondence to form their Opinion as to how far that correspondence has weakened or estab lished the propositions laid down by the Committee in their earlier publications as true, important, and worthy of accepta tion. It is not necessary in these introductory remarks to attempt a detailed analysis of the arguments which are used on either side of the correspondence which follows. The letters speak for themselves, and some attempt has been made, by adding a brief summary at the foot of each letter, to guide the hasty reader to the principal points in each communication.
