Book excerpt: The paper adopts a Global Value Chain (GVC) perspective to estimate the intensity of impact of COVID-19 across sectors for all Commonwealth countries. The intensity of the impact was driven by a combination of supply and demand shocks transmitted across different sectors of the economy. Some countries are much more affected than others. The varying impact of the pandemic in some countries suggests that the differences observed between countries have structural causes. The first is the sectoral composition of domestic activity; the second is the exposure to trade in general and GVCs trade in particular. In a second part, the paper delineates the path to sustainable recovery along three stages, some of which have already been set in motion around the world in response to the pandemic.

This book provides an analysis of the experience of the COVID-19 pandemic in a range of Commonwealth countries during 2020, covering public health, political, economic and international aspects. The Commonwealth, within which about one quarter of the world's population resides, provides a cross-section of the global experience of COVID-19. The Commonwealth ranges from highly populated countries such as India and Nigeria, to small island states and territories, encompassing also advanced industrialised countries and developing countries. The grouping also extends into many different regions of the world: Africa, South and Southeast Asia, Europe, the Americas and Oceania. In the first year of the pandemic, vaccines were still under development and national response strategies chosen by Commonwealth countries were diverse, spanning eradication, elimination, suppression and mitigation. The chapters in this book show the ways in which governments from a selection of Commonwealth countries responded to the multiple dimensions of the crisis, pointing to the factors that led to effective or less effective policies. This transition that has taken place in moving from Industry 4.0 to Industry 5.0 has essentially created a need to pay cognizance to the role of ‘human’ in the process which creates an enhanced focus toward the right kind of skills and competencies, identification of training and developmental needs, talent acquisition and management, safety and wellbeing, future of work as well as hybrid working models. Undeniably, the pace with which Industry 4.0 has been accelerating has bypassed the first three industrial revolutions, which is definitely a consequence of the fast introduction of new and cutting-edge technologies. While organizations are already in analyzing the context, mapping this transition and the flow of activities from Industry 4.0 to 5.0 is gaining attention as Industry 4.0 lacked personalization and customization. This co-existence of man and machine creates a pathway for newer prospects and opportunities to emerge and expand possibilities of personalization with the empowerment of ‘human’ in the production process. This lays the foundation for this book. Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

The workshop planning committee identified five U.S. cities and their associated metropolitan areas - Birmingham, Alabama; Boston, Massachusetts; Richmond, Virginia; Riverside, California; and Wichita, Kansas - to host workshops highlighting promising practices that communities can use to respond urgently and appropriately to their STEMM workforce needs. A sixth workshop discussed how the lessons learned during the five region-focused workshops could be applied in other communities to meet STEMM workforce needs. This proceedings of a virtual workshop series summarizes the presentations and discussions from the six public workshops that made up the virtual workshop series and highlights the key points raised during the presentations, moderated panel discussions and deliberations, and open discussions among the workshop participants.

This paper examines the possible persistent effects (scarring) of the pandemic on the economy and the channels through which they may occur. History suggests that deep recessions often leave long-lived scars, particularly to productivity. Importantly, financial instabilities—typically associated with worse scarring—have been largely avoided in the current crisis so far. While medium-term output losses are anticipated to be lower than after the global financial crisis, they are still expected to be substantial. The degree of expected scarring varies across countries, depending on the structure of economies and the size of the policy response. Emerging market and developing economies are expected to suffer more scarring than advanced economies.
