Book excerpt: The effectiveness of the Fishbein and Triandis models, Porter's organizational commitment, and the Job Descriptive Index in predicting reenlistment intention and behavior in the National Guard were compared. Surveys were administered to 1169 Guardsmen in 29 National Guard units. During the six months after the survey, 255 respondents made reenlistment decisions. Reenlistment intention was highly related to reenlistment (r = .70). Both reenlistment criteria were strongly predicted by Fishbein's and Triandis' models (Rs = .70's) but moderately predicted by commitment (r = .47) and job satisfaction (R = .51). The alternative descriptive version of Fishbein's model fared poorly. Moral obligation to perform the act did not enhance the predictability of Fishbein's model. Fishbein's and Triandis' models mediated the effects of exogenous variables on the criteria. Except for components of Fishbein's and Triandis' models, influences on behavior were mediated through behavioral intention. (Author).

Book excerpt: Measures of job characteristics, job satisfaction, internal work motivation, and re-enlistment intentions were taken from 910 Amry National guardsmen and 608 Air National guardsmen. Army guardsmen were sampled from 28 units, representing 8 functional specialties that were located throughout a midwestern state. Air guardsmen were sampled from each of two functional specialties within three large Air Guard bases. The three bases were considered to represent three levels of technological complexity. These data were used to examine the relationships among functional specialty, technology, job characteristics, and responses. It was hypothesized that unit-level measures of technology and individual-level measures of job characteristics would account for Army functional specialty differences on responses. In addition, the independent influences of overall base technology and functional specialty on both job characteristics and attitudes were explored.

Book excerpt: This report examines the reenlistment decisions of early- to mid-career reservists (i.e., those with 4-12 years of service) and the forces affecting those decisions. Using the 1986 Reserve Components Survey of Enlisted Personnel, the authors extended earlier reenlistment estimates in several important directions, including (1) developing a reenlistment model with reservists from all six components to measure the impact of component-specific influences; (2) measuring the influence of perceived spouse attitude on reenlistment and contrasting this with a similar measure of perceived employer attitude; and (3) measuring the influence of the training and unit environment on reenlistment. The findings underscore the importance of attitudinal variables in models of reenlistment. Reservists with more favorable employer attitudes have significantly higher reenlistment rates. Spouse attitude toward reserve participation appears to have an even more significant influence on reenlistment rates than employer attitudes. The authors find that the net effect of all the variables in the multivariate models are rather small in magnitude compared with those relating to the marital status/dependents/spouse attitude variables. Dissatisfaction with training, equipment, and morale of the unit also appears to have a fairly significant impact on reenlistment.

Book excerpt: This research examines motivational and other factors that influence reenlistment intentions of U.S. Army Reservists in troop program units. A mail survey was conducted in 1978 with a resulting representative sample of 892 reservists who were in their first enlistment, reenlistment or extension in the Army Reserve and who were within six months of their end of term of service (ETS). Questionnaire data were merged with demographic, personal background, and military career data for respondents and with objective data concerning characteristics of their reserve units. Reenlistment intentions were related to several demographic, background, and military career characteristics of reservists and to reservists' subjective perceptions of their units, but not to certain objective characteristics of their units. Five general characteristics of the reserve experience were identified as independent dimensions underlying more specific characteristics highly related to reenlistment intent: job satisfaction; prestige of reserve membership; social utility of reserve membership; interference-facilitation effect of reserve membership on other aspects of reservists lives (e.g., home life and civilian job); and supervisor-subordinate relations in the unit. Popularity of certain unit characteristics, existing and hypothetical benefits of reserve membership, and proposed changes in the Army Reserve were also related to reenlistment intent. A particular concern is personnel turbulence (personnel leaving the unit and being replaced by others) among the unit leadership. Even if the Army must live with turbulence among the bulk of unit members, it would prefer to have unit officers and noncommissioned officers in place to plan and oversee training of the troops with whom they will deploy. This monograph reports results of a study to determine the level of turbulence among unit leadership and to address several related questions: What causes leader turbulence? What effects might it have on training and preparation for future missions that may require RC units? What steps, if any, could be taken to mitigate it? The authors used data from 2003 through 2011 on Army National Guard infantry battalions and Army National Guard and U.S. Army Reserve military police and truck companies. They find high rates of personnel instability, caused generally by vacancies, personnel losses, and those who don't deploy. This turbulence generates a large influx of new leaders entering units who have not been through all the training with the soldiers they will lead. The monograph makes recommendations for estimating preparation time for different types of units and for department policy to mitigate effects on mission preparation.

Book excerpt: This thesis examines correlates (organizational commitment, perceived organizational support, perceived supervisor support, procedural justice, and satisfaction with pay) of re-enlistment among 407 members of the Army National Guard. Data were collected through a self-report survey distributed to Army National Guardmembers attending weekend training in one Northeastern state. As hypothesized, organizational commitment, perceived organizational support, perceived supervisor support, procedural justice, and satisfaction with pay positively correlated with re-enlistment intentions. Moreover, re-enlistment intentions are influenced more by affective and normative commitment than continuance commitment. Finally, individuals who had been deployed with the National Guard at least once before were less likely to re-enlist than those who had never been deployed. Results suggest that enlistment is influenced more by emotional desires than instrumental needs. Further, support and perceived fairness of how procedures are carried out are important correlates to one's intention to re-enlist.

Tests included a background information questionnaire, an attitude questionnaire, five personality scales, and measures of present and expected future need satisfaction. Subjects were divided into three groups according to their responses to a question dealing with their reenlistment intentions; to reenlist, not to reenlist, and undecided. The results indicate that expected incentive increases were important factors in the reenlistment decision, particularly expected increases in satisfaction of esteem needs and self-actualization needs. While there were significant differences between the groups in attitude toward the Army, it was impossible to determine from the data whether attitude was a cuase of the reenlistment decision or a consequence of it. Of the personality scales, only the socialization scale showed a relationship to reenlistment. Family life appeared to be an important factor in the reenlistment decision. (Author).
