Book excerpt: As a pretreatment step for the caustic side solvent extraction (CSSX) flowsheet, the process contacts the incoming salt solution containing entrained sludge with monosodium titanate (MST) to adsorb strontium and actinides. An operation filters the resulting slurry to remove the sludge and MST. Previous work for the River Protection Program at Hanford suggests that addition of strontium nitrate and sodium permanganate for strontium and actinide removal, rather than MST, improves the filtration rate for comparable waste streams.

The current design for the Salt Waste Processing Facility at the SRS includes use of monosodium titanate (MST) to remove and concentrate the strontium (Sr) and actinides (uranium, plutonium and neptunium) from HLW salt solutions. However, the River Protection Program (RPP) at the Hanford Site in Washington State proposes use of potassium permanganate addition for Sr and actinide removal from Hanford HLW. Recent studies at the SRS indicate sodium permanganate treatment holds promise for use in the decontamination of Sr and actinides in SRS HLW.

Book excerpt: This study examined the use of sodium permanganate and strontium nitrate to remove the actinides and radio-strontium from Savannah River Site (SRS) waste supernate. We examined the quantities of chemical feed reagents along with increased mixing and the excess of organic reductant. Additionally, we examined two processing schemes including that applicable to either the Salt Waste Processing Facility or the Alpha Removal Process (ARP) (5.6 M sodium ion concentration) conditions and the conditions for an In-Tank application (7.5 M sodium ion concentration). Our results support the following conclusions: The process met minimum required decontamination factors (DFs) within the tested parameter sets for strontium and plutonium in both the ARP and In-Tank application. The strontium DFs far exceeded the required values within the tested parameter sets. Within the ARP application, the use of peroxide as the reductant for permanganate produced higher plutonium DFs than the use of sodium formate. Reductant concentration and degree of mixing strongly influenced radionuclide decontamination. In the formate application under the ARP process, increasing the reductant concentration and mixing energy resulted in higher Sr and Pu decontamination.

Book excerpt: Tanks 241-AN-102 and 241-AN-107 supernatants contain soluble Sr-90 and transuranic elements that require removal prior to vitrification to comply with the Waste Treatment and Immobilization Plant immobilized low-activity waste specification (WTP Contract, DE-AC27-01RV 14136, Specification 2.2.2.8, "Radionuclide Concentration Limitations") and the U.S. Nuclear Regulatory Commission provisional agreement on waste incidental to reprocessing (letter, Paperiello, C.J., "Classification of Hanford Low-Activity Tank Waste Fraction"). These two tanks have high concentrations of organics and organic complexants and are referred to as complexant concentrate tanks. A precipitation process using sodium permanganate (NaMnO4) and strontium nitrate (Sr(NO3)2) was developed and tested with tank waste samples to precipitate Sr-90 and transuranic elements from the supernate (PNWD-3141, Optimization of Sr/TRU Removal Conditions with Samples of AN-102 Tank Waste). Testing documented in this report was conducted to further evaluate the use of the strontium nitrate/sodium permanganate process in tank farms with a retention time of up to 12 months. Previous testing was focused on developing a process for deployment in the ultrafiltration vessels in the Waste Treatment and Immobilization Plant. This environment is different from tank farms in two important ways: the waste is diluted in the Waste Treatment and Immobilization Plant to ~5.5 M sodium, whereas the supernate in the tank farms is ~9 M Na. Secondly, while the Waste Treatment and Immobilization Plant allows for a maximum treatment time of hours to days, the in-tank farms treatment of tanks 241-AN102 and 241-AN-107 will result in a retention time of months (perhaps up to12 months) before processing. A comparative compilation of separation processes for Sr/transuranics has been published as RPP-RPT-48340, Evaluation of Alternative Strontium and Transuranic Separation Processes. This report also listed the testing needs for the permanganate precipitation process to be field-deployable. A more comprehensive listing of future testing needs to allow the process to be field deployable are contained in RPP-PLAN-51288, Development Test Plan for Sr/TRU Precipitation Process.

The predominant alpha-emitting radionuclides in the highly alkaline waste solutions include plutonium isotopes {sup 238}Pu, {sup 239}Pu and {sup 240}Pu. This paper provides a summary of data acquired to measure the performance of MST to remove strontium and actinides from simulated waste solutions. These tests evaluated the influence of ionic strength, temperature, solution composition and the oxidation state of plutonium.

Book excerpt: A carrier coprecipitation procedure has been developed for the radioactive strontium from caustic liquid low-level waste (LLLW) generated at Oak Ridge National Laboratory. The from caustic liquid low-level waste (LLLW) generated at Oak two-step treatment process involves the addition of normal Sr (as SrCl2) to the waste matrix, which is composed primarily of 0.3 M NAOH and 0.6 M Na2CO3. The active Sr equilibrates with the normal Sr carrier and coprecipitates as SrCO3 at pH 13. A liquid/solid separation is made before the pH of the supernate is reduced to pH 8 with sulfuric acid. During the neutralization step, the aluminum in the waste precipitates as Al(OH)3 Further Sr decontamination is achieved as traces of active Sr sorb to the Al(OH)3 that precipitates during the neutralization step. A final liquid/solid separation is made at pH 8 to remove the sorbed active Sr.

Book excerpt: Current guidelines for disposing of high-level radioactive wastes stored in underground tanks at the US Department of Energy's Hanford Site call for vitrifying high-level waste (HLW) in borosilicate glass and disposing the glass canisters in a deep geologic repository. Disposition of the low-level waste (LLW) is yet to be determined, but it will likely be immobilized in a glass matrix and disposed of on site. To lower the radiological risk associated with the LLW form, methods are being developed to separate 9°Sr from the bulk waste material so this isotope can be routed to the HLW stream. A solvent extraction method is being investigated to separate 9°Sr from acid-dissolved Hanford tank wastes. Results of experiments with actual tank waste indicate that this method can be used to achieve separation of 9°Sr from the bulk waste components. Greater than 99% of the 9°Sr was removed from an acidic dissolved sludge solution by extraction with di-tbutylcyclohexano-18-crown-6 in 1-octanol (the SREX process). The major sludge components were not extracted.
