Book excerpt: This publication examines the impact of the crisis among migrant workers and their families---with gender perspective---to provide useful information for better evidence-based policy making. Based on household surveys in Indonesia and the Philippines, the results show that women are in worse condition and are more vulnerable than men. Women migrants still have lower education and skills, reflected in their inferior jobs. They face greater difficulties in reintegration when they return, forcing them to return abroad. Women also bear a heavier burden due to their gendered role in the family, and those who stay are more often unemployed or in vulnerable employment. Moreover, despite strong views that the man should be the breadwinner and the one going abroad, the increasing feminization of current migration indicates that necessity is a strong push factor forcing more women to go abroad. These findings further strengthen the call for considering gender in migration policies.

A reduction in migration flows globally has been reported, and in particular declines in irregular migration flows have been observed in some regions. The World Bank has reported a slowdown in the rate of increase of remittances on a global level, although with important regional variations. There are regular reports from around the world of migrant workers being laid off, and while some migrant workers are apparently returning home, others are choosing to stay. How to respond to these migration impacts poses a number of challenges for policymakers in both countries of origin and destination. Against this background, this report considers the lessons for migration policy to be learned from the five major financial crises of the 20th Century, namely the Great Depression of the 1930s, the Oil Crisis of 1973, the Asian financial crisis of 1997-99, the financial crisis in Russia at the end of 1998, and the Latin American financial crisis of 1998-2002. As the impact of previous financial crises on migrants and migration has been uneven and unequal across countries and regions, depending on a range of factors, this report draws out the wider lessons for policy that can be learned from previous responses to economic crises. Book excerpt: During the 2008 financial crisis, the possible changes in remittance-sending behavior and potential avenues to alleviate a probable decline in remittance flows became concerns. This book brings together a wide array of studies from around the world focusing on the recent trends in remittance flows. The authors have gathered a select group of researchers from academic, practitioner and policy making bodies. Thus the book can be seen as a conversation between the different stakeholders involved in or affected by remittance flows globally. The book is a first-of-its-kind attempt to analyze the effects of an ongoing crisis on remittance flows globally. Data analyzed by the book reveals three trends. First, The more diversified the destinations and the labour markets for migrants the more resilient are the remittances sent by migrants. Second, the lower the barriers to labor mobility, the stronger the link between remittances and economic cycles in that corridor. And third, as remittances proved to be relatively resilient in comparison to private capital flows, many remittance-dependent countries became even more dependent on remittance inflows for meeting external financing needs. There are several reasons for migration and remittances to be relatively resilient to the crisis. First, remittances are sent by the stock (cumulative flows) of migrants, not only by the recent arrivals (in fact, recent arrivals often do not remit as regularly as they must establish themselves in their new homes). Second, contrary to expectations, return migration did not take place as expected even as the financial crisis reduced employment opportunities in the US and Europe. Third, in addition to the persistence of migrant stocks that lent persistence to remittance flows, existing migrants often absorbed income shocks and continued to send money home. Fourth, if some migrants did return or had the intention to return, they tended to take their savings back to their country of origin. Finally, exchange rate movements during the crisis caused unexpected changes in remittance behavior: as local currencies of many remittance recipient countries depreciated sharply against the US dollar, they produced a “sale” effect on remittance behavior of migrants in the US and other destination countries.

Book excerpt: Offering an in-depth analysis of the impact of the economic crisis (2008–2012) on immigration movements and policies in the U.S. and Europe, the analysis in this book is guided by two key questions: What is the scope of change?; and did the crisis motivate this change or did other factors do so? The contributions to the book find that the crisis had immediate effects on migration patterns – migrants left crisis-stricken countries, naturalised in non-crisis countries where they had previously settled, or stopped migrating to formerly attractive countries which had been negatively affected by the crisis. Whereas prior to the crisis the majority of migrants were highly-skilled, during the crisis there was a shift to vulnerable groups such as low-skilled workers and women. The book also finds that migration policies have indeed changed in times of crisis. However, these changes are neither exclusively restrictions nor liberalisations, but encompass changes in both directions. Despite the coincidence of many policy changes with the crisis, these changes are not primarily induced by the crisis. Instead, politicians rhetorically used the crisis to promote both liberal and restrictive policy changes which were already in the making before the crisis. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.

Most of the countries affected by the GFC suffered export declines and domestic economic slowdown leading to collapse of certain sectors in the economy. Though the Philippines was affected this way in some aspects, it is more the unique nature of its economy having around 10% of its population abroad working or permanently settled but continuing to send a significant amount of remittances. It as the concern of the Philippines that the crisis affecting many of the destination countries of its migrant workers will lead to massive layoffs and create a much larger crisis at home. Based on the hypothesis, this study attempted to view how the GFC actually affected the economy by directly looking at the impacts on the overseas Filipino workers (OFWs) and their families left behind in the Philippines and how they coped with the perceived effects of the crisis. The quantitative aspect of the study used a semi-structured questionnaire that profied the demographic characteristics and determined the coping strategies of the respondents. A focus group discussion with ten(10) of the respondents for the purpose of triangulating the date gathered by the questionnaire was also done. The results showed that the number of affected households indicated decreases in their family income during the crisis period of compared to previous years. It is noteworthy that there were relatively few affected workers who returned home. Majority stayed abroad hoping for better opportunites in their affected host countries rather than returning home. The families-left-behind also adjusted to the crisis by implementing coping strategies such as cuts in spending (primarily in recreation, food and utilities), seeking extra jobs/sideline and decreasing their allocation for savings. The findings of the study also suggest factors such as demographic characteristics of the OFW, the household profile and perceptions were also important in explaining the odds of the OFWs to return to the home country for good. The income generated by HH members (0.9631) was significant at .05. Age of the OFW (1.0691), the number of members of the HH (1.3730), and the number of years the OFW has been working (0.9026) wre all significant at 0.1. The odds estimates of OFWs returning home for good based on perception about job opportunities in PHL (3.0084) and based on perception of GFC affecting the OFWs host country (2.7975) were also significant at 0.10. This implied that despite retrenchment and unemployment, most migrant workers avoided returning to the Philippines just yet. Those who returned trie to leave again as soon as possible. Many were planning to work overseas for up to 10 years more before setting back, while some intended to leave the country and establish life (be citizens) in their host countries. This calls for refreshed attention to assessments on the sectoral level and the reintegration (mechanisms and programs) of returning workers to the industries in the Philippines.
