In this study, an attempt has been made to assess the effectiveness of the training part of that policy. BRAC (formerly the Bangladesh Rural Advancement Committee), the largest non-governmental organization in Bangladesh, is making efforts to alleviate poverty by providing microcredit and relevant training to landless and marginal borrowers, who have less than 1.5 acres of land, in order to enhance their standard of living. The study aims to assess the effects of BRAC's training programs on the recipients' total household expenditure. Primary data were collected from female borrowers who participated in the microcredit programs of BRAC and these data reflect the key role women play in agricultural work and the lack of research on their status. The study shows that the training provided to the borrowers failed to create any significant impact on their household expenditure because only a small percentage of borrowers received training and the duration of the training was limited (on average three days per person). Moreover, many of those who received training experienced only a modest income effect. The findings are important not just for the practical purpose of influencing policies for reducing poverty in Bangladesh but also for their contribution to the understanding of the effectiveness of training. The existing literature is concerned mainly with the effectiveness of training in the context of business and other organizations in developed countries. Research on the effectiveness of training in developing countries, particularly in alleviating poverty, is less evident. Moreover, the present research is also exceptional as it focuses only on female trainees.

Book excerpt: How do social protection programs influence agricultural growth and nutrition, and what are the implications of this for program design? PIM research on the impact of social protection programs and complementary interventions for agricultural growth and nutrition made significant contributions to research and policy, including through impact evaluations of national food and cash transfer programs (e.g., the Takaful and Karama Program in Egypt, the Productive Safety Net Program in Ethiopia, and the Programme de Filets Sociaux “Jigisemejiri” in Mali), pilot studies (in Bangladesh, Ethiopia, Ghana, India, Indonesia, Malawi, Mali, Nigeria, Pakistan, Senegal, Tanzania, and Yemen), and policy papers and review studies covering many low- and middle-income countries. Social protection programs that provide cash or in-kind transfers alone often show limited short-term effects on agriculture or nutrition outcomes, although there is evidence of impacts of cash transfers alone on child nutrition in cases of extreme deprivation or when transfers are very large. The flagship’s research shows that social protection programs that bundle cash or in-kind transfers with high-quality complementary programming can generate large, significant improvements in agriculture and nutrition outcomes. Such complementary programming includes agricultural extension and nutrition behavior change communication (BCC).

This report complements information on the 2018 CGIAR Results Dashboard and in the annual report by providing a descriptive analysis, including a deeper dive into some specific countries. The analysis disaggregates policy outcomes by CRP type and maps them with the Food and Agriculture Policy Classification to parse their relative orientation toward consumption, production, or trade policies. It also maps them against the One CGIAR five Impact Areas to assess the level of alignment in selected countries. This report concludes with recommendations for a set of policy outcomes for which impact assessments could be conducted.
