Book excerpt: "Every year, between 200,000 and 250,000 people are making Canada their new home every year. This constant influx of immigrants is of great value. It helps the country to prosper economically and maintain its demographic stability. It should also reinforce the social and linguistic fabric according to its core values. Unfortunately, this is not always the case: the specific focus of this study are communities where an official language is spoken in a minority context and where there are currently too few immigrants compared with the national average"--Foreword, page 3.

Book Recruitment Intake and Integration

Download or read book Recruitment Intake and Integration written by Canada. Parliament. House of Commons. Standing Committee on Official Languages and published by . This book was released on 2010 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is intended as an evaluation of the initiatives taken by the federal government in the area of immigration to OLMCs since the tabling of the 2003 report. [...] What this takes into account is the attraction that English can have on immigrants in Quebec, or used to have in the past.25 The issue of the definition and counting of immigrants who's FOLS is French and their inclusion in the statistics for the francophone group prompted many questions among the Committee members. [...] Statistics Canada treats double responses as follows: half the respondents in the French- English FOLS group are indexed as francophones and the other half as anglophones, so as to respect the relative frequency of use.26 This was the procedure decided upon by Treasury Board in the 1990s: The thing is that usually what the Treasury Board does is, and the approach that was adopted in the early 1990 [...] To respond to the recriminations of the FCFA, another order in council was published in August 2010, stating that the simplified census questionnaire of May 2011 will include additional questions on language in order to comply with the provisions of the OLA relating to offer of services to the population. [...] It would be in the interest of the federal government, the provinces and territories, and the communities, within the framework of their partnerships, to harmonize their definitions and variables and to coordinate the treatment of their statistics in order to obtain comparable data on immigration to OLMCs.

Book Effets Des Transformations Du Gouvernement Sur Le Programme Des Langues Officielles Du Canada

Download or read book Effets Des Transformations Du Gouvernement Sur Le Programme Des Langues Officielles Du Canada written by Canada. Office of the Commissioner of Official Languages and published by Commissaire aux langues officielles. This book was released on 1998 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study maps the evolution of institutional change in Canada's public sector from the early 1980s, beginning with the Nielsen Task Force in 1984, through to Public Service 2000 in 1989, the 1994 and 1996 Program Review exercises and the federal government's ongoing renewal initiative. It then examines the transformation and creation of several federal institutions, including the Canadian Tourism Commission and the Canada Business Service Centres, as well as the government's plans for a new parks agency and a revenue and customs agency. It also reviews federal provincial negotiations in social housing, in immigrant settlement services and in regard to the federal Contraventions Act, as well as the transfer of health services to the Yukon government. To complete the picture, the study considers the evolving relationship between central agencies and other federal institutions in the management of the official languages program and the present state of institutional two-language capability in the federal Public Service.
