Book excerpt: Ce livre est une analyse de la politique suisse vis-à-vis des immigrés et réfugiés au cours de l'histoire récente. En commençant par la période de l'ancien régime qui voit notamment la vague des réfugiés protestants, l'auteur examine la situation du XIXème siècle en trois grandes parties : le début du siècle jusqu'aux révolutions de 1848, avec les premiers touristes et les réfugiés politiques dus aux bouleversements des régimes en Europe; de 1848 aux années 70 où sont commentées les mesures prises par la Suisse face aux événements révolutionnaires et aux apparitions de l'anarchisme; la fin du siècle jusqu'en 1914 marquée par l'immigration économique, notamment italienne, et les mouvements socialistes posant le problème de leur surveillance policière. Le XXème siècle et la première guerre mondiale voient la Suisse accueillante pendant le conflit, mais elle connaît des sentiments de rejet dans l'entre-deux-guerres, sentiment dû aux tensions sociales intérieures. La deuxième guerre mondiale est une époque complexe : durant la période qui la précède, la Suisse tend à être une terre de transit pour les réfugiés juifs; le conflit lui-même amène une politique plus souvent tournée vers le refoulement ("la barque est pleine") que vers un accueil des fugitifs, malgré une certaine réaction de la population contre ces mesures restrictives. L'après-guerre et l'époque contemporaine voient l'immigration prendre un rôle important, avec comme problèmes-clefs les réactions négatives, et les questions de l'assimilation, de l'intégration et de la réduction. Dans sa conclusion, l'auteur met en évidence les relations de la politique d'asile de la Suisse avec, d'une part, sa situation géo-politique et l'évolution de cette dernière, et, d'autre part, les sympathies ou rejets de la population à l'égard des réfugiés et immigrés.
