One challenge is that we do not observe the number of individuals that attempt to enter the United States illegally; we only observe the number of individuals apprehended attempting to cross the U.S.-Mexico border illegally. Based on a simple migration model, we postulate the existence of an apprehensions function, which expresses apprehensions at the border as a function of illegal attempts to cross the border and U.S. border-enforcement effort. We estimate a reduced-form apprehensions function using monthly data on apprehensions at the U.S.-Mexico border, person hours the U.S. Border Patrol spends policing the border, and wages in the United States and Mexico. We find that a 10% decrease in the Mexican real wage leads to a 7.5% to 8.8% increase in apprehensions at the border. Under plausible conditions this is a lower bound for the effect of the Mexican wage on attempted illegal immigration. It is the purchasing power of U.S. wages in Mexico, not the purchasing power of U.S. wages in the United States, that matters for border apprehensions, suggesting that migrants expect to maintain ties with Mexico. Border apprehensions are higher in the month following a large devaluation of the peso and higher when the change in the Mexican real wage is negative. Each additional hour the U.S. Border Patrol spends policing the border yields an additional 0.25 to 0.33 apprehensions

Book excerpt: In this paper, we examine the impact of government enforcement of the U.S.-Mexican border on wages in the border regions of the United States and Mexico. The U.S. Border Patrol polices U.S. boundaries, seeking to apprehend any individual attempting to enter the United States illegally. These efforts are concentrated on the Mexican border, as most illegal immigrants embark from a Mexican border city and choose a U.S. border state as their final destination. We examine labor markets in southern California, southwestern Texas, and Mexican cities on the U.S.-Mexico border. For each region, we have high-frequency time-series data on wages and on the number of person hours that the U.S. Border Patrol spends policing border areas. For a range of empirical specifications and definitions of regional labor markets, we find little impact of border enforcement on wages in U.S. border cities and a moderate negative impact of border enforcement on wages in Mexican border cities. These findings are consistent with two hypothesis: (1) border enforcement has a minimal impact on illegal immigration, or (2) immigration from Mexico has a minimal impact on wages in U.S. border cities.

Over the past decade, DHS has dramatically stepped up its enforcement efforts at the U.S.-Mexico border, increasing the number of U.S. Border patrol (USBP) agents, expanding the deployment of technological assets, and implementing a variety of "consequence programs" intended to deter illegal immigration. During this same period, there has also been a sharp decline in the number of unauthorized migrants apprehended at the border. Trends in total apprehensions do not, however, by themselves speak to the effectiveness of DHS's investments in immigration enforcement. In particular, to evaluate whether heightened enforcement efforts have contributed to reducing the flow of undocumented migrants, it is critical to estimate the number of border-crossing attempts during the same period for which apprehensions data are available. With these issues in mind, DHS charged the National Research Council (NRC) with providing guidance on the use of surveys and other methodologies to estimate the number of unauthorized crossings at the U.S.-Mexico border, preferably by geographic region and on a quarterly basis. Options for Estimating Illegal Entries at the U.S.-Mexico Border focuses on Mexican migrants since Mexican nationals account for the vast majority (around 90 percent) of attempted unauthorized border crossings across the U.S.-Mexico border.

Enforcement of national borders is the main policy instrument the U.S. government uses to combat illegal immigration. The motivation for the exercise is to see whether border enforcement falls following positive shocks to sectors that are intensive in the use of undocumented labor, as would be consistent with political economy models of how enforcement policy against illegal immigration is determined. The main finding is that border enforcement is negatively correlated with lagged relative price changes in the apparel, fruits and vegetables, and slaughtered livestock industries and with housing starts in the western United States. This suggests that authorities relax border enforcement when the demand for undocumented workers is high.

I begin by discussing methods for estimating stocks and flows of illegal migrants. While there is uncertainty about the size of the unauthorized population, new data sources make it possible to examine the composition of legal and illegal populations and the time-series covariates of illegal labor flows. I then consider the supply of and demand for illegal migrants. Wage differentials between the United States and Mexico are hardly a new phenomenon, yet illegal migration from Mexico did not reach high levels until recently. An increase in the relative size of Mexico's working-age population, greater volatility in U.S.-Mexico relative wages, and changes in U.S. immigration policies are all candidate explanations for increasing labor flows from Mexico. Finally, I consider policies that regulate the cross-border flow of illegal migrants. While U.S. laws mandate that authorities prevent illegal entry and punish firms that hire unauthorized immigrants, these laws are imperfectly enforced. Lax enforcement may reflect political pressure by employers and other interests that favor open borders.
