Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Book excerpt: The Committee is happy with the effectiveness of the Electoral Fraud (Northern Ireland) Act 2002 but there are still flaws in the current arrangements. Less than 84 percent of these eligible to vote in Northern Ireland, are currently registered; young people and socially economically depressed groups are especially under-represented. Less than 25 percent of 17 and 18 years olds are registered. Voter's names are no longer placed automatically on next year's register, which is an effective anti-fraud measure, but on the other hand this has highlighted the low level of registration. Fewer of the new Electoral Identity Cards (EIDs) were issued than expected, and, while other forms of photographic ID are acceptable at polling stations,over 3,500 voters were turned away from polling stations at recent elections, because of ID problems. An example of the lack of joined-up thinking was the poor performance of two competing Government telephone help lines during the 2003 canvass period.

Book excerpt: Why did the international drug regulatory regime of the twentieth century fail to stop an explosive increase in trade and consumption of illegal drugs? This study investigates the histories of smugglers and criminal entrepreneurs in the Netherlands who succeeded in turning the country into the so-called ‘Colombia of Europe’ or, ‘the international drug supermarket’. Increasing state regulations and interventions led to the proliferation of a ‘hydra’ of small, anarchic groups and networks ideally suited to circumvent the enforcement of regulation. Networks of smugglers and suppliers of heroin, cocaine, cannabis, XTC, and other drugs were organized without a strict formal hierarchy and based on personal relations and cultural affinities rather than on institutional arrangements. These networks created a thriving underground industry of illegal synthetic drug laboratories and indoor cannabis cultivation in the Netherlands itself. Their operations were made possible and developed because of the deep historical social and cultural ‘embeddedness’ of criminal anarchy in Dutch society. Using examples from the rich history of drug smuggling, Drug smuggler nation investigates the deeper and hidden grounds of the illegal drug trade, and its effects on our drug policies.

This report examines progress against three objectives of the Government's new 10-year Drug Strategy: targeting and management of problem drug using offenders; improving the quality and effectiveness of treatment; helping problem drug users re-establish their lives. The Government is spending £1.2 billion in 2009-10 with the objective of bringing down the estimated costs to society of problem drug use of £15 billion a year (90 per cent of which is attributable to drug-related offences such as burglary and theft). But there is no framework in place for evaluating the achievements of the previous 1998-2008 Strategy, which limits Departments' understanding of the overall value for money achieved. A framework for evaluation could draw on the existing individual evaluations of measures in the Strategy and would help assess whether funding is being optimally directed at different strategic objectives. There has been progress: over the period 2004-05 to 2008-09, the number of adults in effective treatment increased from 134,000 to 195,000 and the number of problem drug users completing their treatment free from dependency rose from 6,000 to 15,000. But actions to help drug users re-establish their lives have had limited results. Around 80 per cent of problem drug users claim benefits at a cost over £40 million a year. And a £13 million a year initiative to get drug users into work has not been successful.
