But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: The recent development of ideas on biodiversity conservation was already being considered almost three-quarters of a century ago for crop plants and the wild species related to them, by the Russian geneticist N.!. Vavilov. He was undoubtedly the first scientist to understand the impor tance for humankind of conserving for utilization the genetic diversity of our ancient crop plants and their wild relatives from their centres of diversity. His collections showed various traits of adaptation to environ mental extremes and biotypes of crop diseases and pests which were unknown to most plant breeders in the first quarter of the twentieth cen tury. Later, in the 1940s-1960s scientists began to realize that the pool of genetic diversity known to Vavilov and his colleagues was beginning to disappear. Through the replacement of the old, primitive and highly diverse land races by uniform modem varieties created by plant breed ers, the crop gene pool was being eroded. The genetic diversity of wild species was equally being threatened by human activities: over-exploita tion, habitat destruction or fragmentation, competition resulting from the introduction of alien species or varieties, changes and intensification of land use, environmental pollution and possible climate change.

Il contributo presenta inoltre le tecniche e gli strumenti riferibili all’analisi di bilancio che consentono di procedere a un apprezzamento dell’economicità per formulare dei giudizi il più possibile esaustivi sugli equilibri aziendali. A tal fine, tenendo conto delle specificità delle aziende sanitarie pubbliche si descrive il processo di costruzione dei prospetti di riclassificazione delle tavole di sintesi, degli indici di bilancio e una sintesi delle relazioni di interdipendenza tra le diverse dimensioni degli equilibri aziendali.

The development and adoption of sustainable agronomic practices able to preserve and enhance the physical, chemical, and biological properties of soils and improve agroecosystem functions is a challenge for both scientists and farmers. The Special Issue entitled "Sustainable Agriculture and Soil Conservation" collects 12 original contributions addressing the state of the art of sustainable agriculture and soil conservation. The papers cover a wide range of topics, including organic agriculture, soil amendment and soil organic carbon (SOC) management, the impact of SOC on soil water repellency, the effects of soil tillage on the quantity of SOC associated with several fractions of soil particles and depth, and SOC prediction, using visible and near-infrared spectra and multivariate modeling. Moreover, the effects of some soil contaminants (e.g., crude oil, tungsten, copper, and polycyclic aromatic hydrocarbons) are discussed or reviewed in light of the recent literature. The collection of the manuscripts presented in this Special Issue provides a relevant knowledge contribution for improving our understanding on sustainable agriculture and soil conservation, thus stimulating new views on this main topic.

If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Questa riconosciuta connotazione del bilancio riveste particolare importanza anche alla luce delle recenti evoluzioni che hanno interessato direttamente la materia contabile – sia in termini normativi nazionali ed europei sia a livello di principi contabili internazionali – con l’obiettivo di dotarla di un comune linguaggio internazionale atto a generare significativi benefici sulla comparabilità e sulla trasparenza informativa dei bilanci delle imprese. I cambiamenti determinatisi (e tuttora in via di compimento) in materia di bilancio di esercizio delle imprese hanno prodotto significative conseguenze anche sulle modalità di implementazione delle cosiddette metodologie e tecniche di analisi del bilancio. Il portato informativo e conoscitivo del bilancio di esercizio può essere, infatti, significativamente ampliato attraverso l’utilizzo di apposite metodologie e tecniche di analisi del bilancio che – come è ben noto – permettono di acquisire informazioni aggiuntive rispetto a quelle del documento di partenza attraverso l’elaborazione e presentazione in forme e modalità differenti dei dati contenuti nello Stato patrimoniale, nel Conto economico e negli altri documenti descrittivo-esplicativi del sistema di bilancio. Proprio il ricorso a dette tecniche di analisi consente, in particolare, di rafforzare la funzione del bilancio come «strumento del sistema di controllo della gestione d’impresa» e dunque come «leva» a disposizione del management per condurre la gestione dell’impresa verso il conseguimento degli obiettivi aziendali.
