Vital to advancing gender equity and gendered relations in every contemporary society, the organization and mobilization of women into social movements challenges patriarchal values, behaviours, laws, and policies through collective action and contention, radically altering the direction of society over time. Twenty-First-Century Feminismos examines ten case studies from eight different countries in Latin America and the Caribbean to better understand the ways in which women’s and feminist movements react to, are shaped by, and advance social change. A closer look at women’s movements in Argentina, Brazil, Chile, Colombia, El Salvador, Haiti, Mexico, and Uruguay uncovers broader recurrent patterns at the regional level, such as the persistence of certain grievances historically harboured by regional movements, the rise in prominence of varying claims, and the emergence of novel organizational structures, repertoires, and mobilization strategies. Dissimilarities among the cases are also brought to light, including the composition of these movements, their success in effecting policy change in specific areas, and the particular conditions that surround their mobilization and struggles. Twenty-First-Century Feminismos provides a compelling account of the important victories attained by Latin American and Caribbean organized women over the course of the last forty years, as well as the challenges they face in their quest for gender justice.

Book excerpt: Gender budgeting is an approach to fiscal policy and administration that integrates considerations of women’s equality and advancement into the budget. Latin American countries have undertaken diverse gender budgeting initiatives, most of them addressing public expenditures. This paper surveys and assesses some key initiatives, including those in Mexico, Mexico City, Ecuador, Bolivia, and El Salvador, and briefly summarizes others. The five key initiatives offer different perspectives on how countries approach gender budgeting. We find that these initiatives are contributing to the reduction of gender inequality and the advancement of women in Latin America, though there is scope to strengthen them.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. In Feminist Policymaking in Chile, Liesl Haas investigates the efforts of Chilean feminists to win policy reforms on a broad range of gender equity issues—from labor and marriage laws, to educational opportunities, to health and reproductive rights. Between 1990 and 2008, sixty-three bills were put forward in the Chilean legislature as a result of pressure brought by the feminist movement and its allies. Haas examines all these bills, identifying the conditions under which feminist policymaking was most likely to succeed. In doing so, she develops a predictive theory of policy success that is broadly applicable to other Latin American countries.
