Book excerpt: This document has been produced to provide the definition and rationale for the Baseline Offshore Wind Farm established within IEA Wind Task 26--Cost of Wind Energy. The Baseline has been developed to provide a common starting point for country comparisons and sensitivity analysis on key offshore wind cost and value drivers. The baseline project reflects an approximate average of the characteristics of projects installed between 2012 and 2014, with the project life assumed to be 20 years. The baseline wind farm is located 40 kilometres (km) from construction and operations and maintenance (O&M) ports and from export cable landfall. The wind farm consists of 100 4-megawatt (MW) wind turbines mounted on monopile foundations in an average water depth of 25 metres (m), connected by 33-kilovolt (kV) inter-array cables. The arrays are connected to a single offshore substation (33kV/220kV) mounted on a jacket foundation, with the substation connected via a single 220kV export cable to an onshore substation, 10km from landfall. The wind farm employs a port-based O&M strategy using crew-transfer vessels.

In 2015, task participants produced IEA Wind Task 26: Offshore Wind Farm Baseline Documentation (Smart et al. 2016), published in 2016 to document the technical and cost assumptions and levelized cost of energy (LCOE) results for a generic, geographically nonspecific, baseline offshore wind farm being commissioned in 2012-2014. This report has been prepared to document changes to offshore wind costs and technology since the baseline and as an analysis of the drivers of LCOE between countries. This report examines the physical site characteristics, technology choices, and regulatory context driving LCOE in key countries for offshore wind farms being commissioned in 2017-2018.

Participants in the project representing several countries with wind deployment have conducted an analysis of technology, cost and performance trends from 2007 to 2012. Statistical representation of technology characteristics such as project size, turbine size, rotor diameter, and hub height are presented. Similarly capital investment cost, average wind speed, and energy production statistics over this period are also presented for each of the participating countries. Based on this data, estimates of cost of energy in the participating countries are made using a common cash flow model. Each country also reports typical revenue streams and or policy mechanisms by which the wind plant cost is recovered.

Book excerpt: The increasing global deployment of wind energy has given rise to concerns about potential adverse effects on certain wildlife species and habitats. The United States and European nations use environmental impact assessments (EIAs) to evaluate the environmental effects of wind energy and inform wind energy planning, siting, and operational processes. A key component of the EIA is the cumulative effects analysis/assessment (CEA). CEAs consider the effects of a proposed development in the context of past, present, and future developments, as well as other (non-wind) activities. However, practitioners worldwide have struggled to implement cost-effective and consistent processes for CEAs. Further, there is no widely accepted scientific methodology to assess cumulative effects. As wind energy deployment continues to expand, developing a consistent and scientifically based approach to CEAs may provide a more comparable across assessments and cost-effective means of reducing risk during siting, operations, and decommissioning/repowering, while minimizing regulatory hurdles. This technical report evaluates the current state of CEA practices, covering both land-based and offshore wind energy development. It focuses on impacts from the preconstruction, construction, and operational phases of the wind farm, which are the phases where most research currently exists. Emerging research addresses impacts from the perspective of life cycle assessments (LCAs), including the impacts of manufacturing and preconstruction (May et al. 2020). The technical report also summarizes CEA processes and guidelines, analysis approaches, and current challenges. Finally, it highlights opportunities for further research and coordination, and includes a geographically organized CEA information resource bank.
