Book excerpt: This study was undertaken as a result of an interest in the present and future purposes and functions of higher education. American society and higher education are moving through a period of change. Since each shapes and is shaped by the other, change in either may require a review and perhaps alteration of goals. The purpose of this investigation was (1) to examine the congruence or dissonance of perceived (is) and preferred (should be) ratings of institutional goals and (2) to determine the priorities placed upon these goals by faculty, students, and administrators at Oregon State University. Design of the Study The Institutional Goals Inventory (Educational Testing Service, 1972) was administered to a stratified proportional sample of 213 randomly selected faculty, students, and administrators. The main content of the IGI consists of 90 goal statements. Eighty are related to 20 goal areas and 10 are miscellaneous. The respondents, using a five-point scale, were asked to evaluate each of the goal statements in two different ways: 1. How important is the goal at this University at the present time? 2. How important should the goal be at this University? The data analysis included the means, standard deviations, and mean differences for the 20 goal areas and the 90 goal statements for the perceived (is) and preferred (should be) responses for the total sample and for each of the subgroups. Second, independent "t" tests were used to determine if the differences in the respondents perceived and preferred mean ratings of the goal areas were significant at the .05 level. These tests provided the basic tools for determining points of convergence and divergence between faculty, students, and administrators on the 20 goal areas. Congruence (no significant difference) or dissonance (significant difference) was reported for each comparison. Further, by using the results of the mean value rank orders, conclusions were drawn as to the basic priorities for the University as viewed by the respondents. Findings of the Study In the perceived (is) category, faculty and students showed congruence on 19 of the 20 goal areas. Faculty and administrators were congruent on 15 of the goal areas, and students and administrators were equally divided between congruence and dissonance on the goal areas. In the preferred (should be) category, faculty-students showed congruence on 14 of the 20 goal areas. Faculty- administrators were congruent on all 20 goals, and students-administrators were congruent on 17 of the goals. The rankings of goal areas showed that in the perceived (is) category, the respondents ranked Academic Development, Research, and Advanced Training as the goals currently receiving the greatest emphasis. In the preferred (should be) category, the respondents ranked Intellectual Orientation, Community, and Individual Personal Development as the goals which should have high priority on campus. Further analysis indicated that the four individual goal statements (from the total of 90) with both the highest "should be" mean rankings and the largest "should be"--"is" discrepancy rankings were from the following goal areas: Individual Personal Development, Community, and Democratic Governance. Conclusions and Implications of the Study This study showed that there was a large measure of congruence in the preferred category which indicated a strong convergence of opinion concerning what should be the goals and priorities of the University. Where differences did occur, they were generally differences in terms of the "degree of importance" attached to a given goal area, and did not reflect extreme divergencies. The implications of these findings would tend to suggest that the faculty, students, and administrators want the 20 goal areas (with the exception of "Traditional Religiousness") to have a greater importance on campus.

Book excerpt: A new organization was created when Oregon State University (OSU) School of Education and Western Oregon State College (WOSC) Division of Education merged into the OSU-WOSC School of Education in the fall of 1982. Two education faculties from two different kinds of institutions (i.e., a large university and a small four-year state college) were combined. A literature review established the importance of goals for an organization, identified important goal studies, and identified the IGI (Institutional Goals Inventory) as a popular instrument for clarifying goal orientations. The instrument contains goal statements divided into 20 goal areas of four statements each, plus 10 additional statements totaling 90 statements in all. The IGI was completed by a randomly selected sample of education faculty at OSU and WOSC. Analysis of variance was the statistical tool. A comparison of "should be" (preferred) goal means were tested for significant differences between OSU and WOSC faculty. Goal areas and goal statements were ranked to determine priorities for future planning for the new organization. ss, From a total of 20 goal areas, statistical differences were found in only two areas: Research and Advanced Training. OSU faculty gave higher mean ratings to these two goal areas than WOSC faculty. Strong similarities between institutions were indicated when goals were ranked and put in order of priority. Seven goal statements were common to both institutions when the 10 goal statements with highest "should be" means were ranked. When five priority goal statements were ranked, three similar statements were listed for both OSU and WOSC. Recommendations for immediate action included using the goals study to help rank, plan, and establish direction for the new OSU-WOSC School of Education.

Book excerpt: The purpose of this study was to identify important educational goals and valid and feasible outcome measures that could be used in the design and development of campus based service-learning programs. The study was designed to utilize the consensus of a panel of experts responsible for the administration notable college or university campus-based service-learning programs. In addition to responding to questionnaires that indicated the perceived importance of the identified goals, followed by the validity and feasibility of the identified outcome measures, the selected panelists were asked to identify potential problems associated with using the outcome measures. The findings may be useful in understanding which goals and outcome measures would be most valuable in the design and development of a campus based service-learning program. Utilizing the Delphi method, three structured questionnaires designed by the researcher were used to collect responses by the identified experts. The first questionnaire included important core goals and related outcome measures for campus-based service-learning centers as identified through an extensive review of the literature and constructed based on sequential reasoning. After each set of outcome measures, respondents were asked to evaluate each goal according to their perceived importance, and each outcome measure according to their perceived validity and feasibility using Likert-type scales. The panelists were then asked to identify potential problems associated with using the outcome measures and suggest additional outcome measures. A second and third questionnaire was distributed to the panel members, with a summary of responses from the previous round. Panel members were asked to review their individual response in comparison to the group mean score and reevaluate their response if it fell outside the interquartile range (IQR) of the combined response ratings. Responses stabilized following round three and the process ended. Statistical analysis of inter-rater agreement and agreement between rounds was done to determine if the Delphi process was successful in promoting consensus on ratings. A final review of ratings of goals and outcome measures was used to identify the important goals and the outcome measures identified with the highest validity and feasibility ratings. In addition, panelist comments were used to interpret final ratings.
