Book Are Labor Market Indicators Telling the Truth Role of Measurement Error in the U S Current Population Survey

Download or read book Are Labor Market Indicators Telling the Truth Role of Measurement Error in the U S Current Population Survey written by Mr.Ippei Shibata and published by International Monetary Fund. This book was released on 2019-02-26 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Labor market indicators are critical for policymakers, but measurement error in labor force survey data is known to be substantial. In this paper, I quantify the implications of classification errors in the U.S. Current Population Survey (CPS), in which respondents misreport their true labor force status. Once I correct for measurement error using a latent variable approach, the unemployment rate is on average 0.8 percentage points (ppts) higher than the official unemployment rate, with a maximum of 2.0 ppts higher between 1996 and 2018. This paper further quantifies the contributions to business-cycle fluctuations in the unemployment rate from job separation, job finding, and participation. Correcting for misclassification changes previous studies' results about the contributions of these transition probabilities: job separation accounts for more of the unemployment fluctuations, while participation accounts for fewer. The methodology I propose can be applied to any other labor force survey in which labor force status is observed for three periods.

Book Key Labor Market Indicators

Download or read book Key Labor Market Indicators written by Ina Pietschmann and published by World Bank Publications. This book was released on 2016-10-13 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: Key Labor Market Indicators: Analysis with Household Survey Data is an introduction to labor market indicator analysis and a guide for analyzing household survey data using the ADePT ILO (International Labour Organization) Labor Market Indicators Module. The analytical framework and approach taken up in this book are based on the ILO’s Key Indicators of the Labour Market (KILM). KILM indicators provide a strong basis on which to address key questions related to productive employment and decent work. The ADePT ILO Labor Market Indicators Module is a powerful tool for producing and analyzing KILM indicators using household survey data. The software allows researchers and practitioners to automate data production, to minimize data production errors, and to quickly produce a wide range of labor market data from labor force surveys or other household surveys that contain labor market information. ABOUT ADePT Streamlined Analysis with ADePT Software is a series that provides academics, students, and policy practitioners with a theoretical foundation, practical guidelines, and software tools for applied analysis in various areas of economic research. ADePT Platform is a software package developed in the research department of the World Bank (see www.worldbank.org/adept). The series examines such topics as sector performance and inequality in education, the effectiveness of social transfers, labor market conditions, the effects of macroeconomic shocks on income distribution and labor market outcomes, child anthropometrics, and gender inequalities.

This book was released on 2010-02-16 with total page 964 pages. Available in PDF, EPUB and Kindle. Book excerpt: This wide-ranging reference tool meets the ever-increasing demand for timely, accurate, and accessible information on the rapidly changing world of work. Now in its 10th year, the Key Indicators of the Labour Market ( KILM) offers the general user instant and uncomplicated access to data and analysis on the world's labor markets. Harvesting information from international data repositories and regional and national statistical sources, the book offers data going back to 1980 for over 200 countries. The KILM is a collection of 20 key indicators of the labor market that touch on employment and variables relating to employment (status, sector, hours, etc.), the lack of work and the characteristics of jobseekers, education, wages and compensation costs, labor productivity, and working poverty. Taken together, the indicators give a strong foundation from which to begin addressing key questions related to productive employment and decent work. With three formats available--print, interactive software, and online database--accessing the country-level data for the 20 key labor market indicators as well as the descriptive text explaining the indicators' use, definitions, and basic trends is easier than ever. Also available in the KILM are the latest world and regional estimates of labor force participation rates, employment-to-population ratios, status in employment, employment by sector, unemployment and youth unemployment rates, inactivity rates, employment elasticities, and working poverty. This edition also looks specifically at the current economic crisis.

Book A Template for Analyzing and Projecting Labor Market Indicators

Download or read book A Template for Analyzing and Projecting Labor Market Indicators written by Mr.Ralph Chami and published by International Monetary Fund. This book was released on 2012-09-27 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note is a reference guide for the unemployment template, an econometric tool that allows researchers to analyze and project labor market indicators for any country with sufficient data coverage. Section I explains the motivation behind designing a new surveillance tool to study labor markets, and summarizes the key features of the template. Section II details the data inputs needed and their sources. Section III describes the methods used to estimate the employment-growth elasticity, a measure of the extent to which employment responds to output. Section IV outlines the medium-term outlook table and projection charts created by the template once the inputs are customized to generate an appropriate elasticity. Finally, Section V presents a discussion on how to interpret the results produced by the template, and of the issues that arise from projecting labor market indicators.

Book Portraits of Labor Market Exclusion

Download or read book Portraits of Labor Market Exclusion written by Ramya Sundaram and published by World Bank Publications. This book was released on 2015-07-16 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: Portraits of Labor Market Exclusion presents "profiles" or "portraits" of individuals who have limited labor-market attachment. It is widely accepted that those with limited attachment to the labor market are a highly heterogeneous group (including, for instance, recent job losers, long-term unemployed, school leavers with no labor-market experience, those close to retirement age, or people with caring responsibilities), and that understanding their circumstances and potential barriers is an essential prerequisite for designing and implementing a tailored and effective mix of policy support and incentives. The report takes a comprehensive view, focusing on both the labor market attachment of a country's out-of-work population and the social assistance package and poverty profile of the same segment of the population. In essence, the report looks at individuals through the lenses of both poverty/welfare status and labor market indicators, and, in doing so, the portraits helps move the dialogue from a purely labor market-centric view to a broader dialogue that includes social policy as a whole. This is an important shift; for instance, social protection programs, such as family benefits and maternity benefits, and broader social policy issues such as retirement ages, often have a great impact on who remains inactive. Specifically, the report presents portraits of the out-of-work population of six countries (Bulgaria, Estonia, Greece, Hungary, Lithuania and Romania) in terms of distance from the labor market, human capital, and labor supply conditions, as well as demographic conditions. The analysis relies on the European Union Statistics of Income and Living Conditions (EU-SILC) surveys for the years 2007 to 2011. Latent class analysis methodology allows multidimensional profiling of the out-of-work population, and identifies classes or groups of out-of-work individuals that are as homogeneous as possible within each class according to a set of observable characteristics, and as distant as possible between classes. Consequently, this analysis provide a much richer glimpse of the very different barriers to labor market integration that these various groups experience, considerably augmenting the limited amount of information contained in traditional descriptive statistics.

Book Building America s Skilled Technical Workforce

Download or read book Building America s Skilled Technical Workforce written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2017-06-04 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: Skilled technical occupationsâ€"defined as occupations that require a high level of knowledge in a technical domain but do not require a bachelor's degree for entryâ€"are a key component of the U.S. economy. In response to globalization and advances in science and technology, American firms are demanding workers with greater proficiency in literacy and numeracy, as well as strong interpersonal, technical, and problem-solving skills. However, employer surveys and industry and government reports have raised concerns that the nation may not have an adequate supply of skilled technical workers to achieve its competitiveness and economic growth objectives. In response to the broader need for policy information and advice, Building America's Skilled Technical Workforce examines the coverage, effectiveness, flexibility, and coordination of the policies and various programs that prepare Americans for skilled technical jobs. This report provides action-oriented recommendations for improving the American system of technical education, training, and certification.

Book Labour Market Signals and Indicators

Download or read book Labour Market Signals and Indicators written by L. Gray and published by . This book was released on 1996 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: A research project examined ways in which labor market signals and indicators were being used and might be used to identify needs that could be met through national Technical and Vocational Education and Training (TVET) systems. Three case studies were undertaken in Bangladesh, Zimbabwe, and Costa Rica. The studies used a matrix that identified on one axis a number of key user groups of Labor Market Information (LMI) and on the other axis a series of questions or issues. A fourth case study was undertaken in Cambodia, and investigated ways in which an LMI system might be established there. Findings indicated no clear patterns of reasons for collection of LMI. Most data were quantitative. Formal, quantitative labor market data were collected mainly by research units within government departments. In each country, several ministries collected their own LMI, without reference to each other and with much duplication of effort. The most common investigative technique was the postal questionnaire survey, supplemented by census information. Only limited examples were found of LMI being used to enhance the short- and medium-term responsiveness of TVET. The benefit most commonly cited of LMI at national and regional levels was in deciding whether and where to site new training institutions. International agencies were the main sources of intervention for improvement of the LMI system. Findings were used to develop a framework for an LMI system. (Appendixes include 87 references, an interview framework, and an example of a LMI schedule. (YLB)

Book Assessing the Change in Labor Market Conditions

Download or read book Assessing the Change in Labor Market Conditions written by Federal Reserve Federal Reserve Board and published by CreateSpace. This book was released on 2015-04-27 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper describes a dynamic factor model of 19 U.S. labor market indicators, covering the broad categories of unemployment and underemployment, employment, workweeks, wages, vacancies, hiring, layoffs, quits, and surveys of consumers' and businesses' perceptions. The resulting labor market conditions index (LMCI) is a useful tool for gauging the change in labor market conditions. In addition, the model provides a way to organize discussions of the signal value of different labor market indicators in situations when they might be sending diverse signals. The model takes the greatest signal from private payroll employment and the unemployment rate. Other influential indicators include the insured unemployment rate, consumers' perceptions of job availability, and help-wanted advertising. Through the lens of the LMCI, labor market conditions have improved at a moderate pace of over the past several years, albeit with some notable variation along the way. In addition, from the perspective of the model, the unemployment rate declined a bit faster over the past two years than was consistent with the other indicators.

Book The Labor Market and Economic Adjustment

Download or read book The Labor Market and Economic Adjustment written by Pierre-Richard Agénor and published by International Monetary Fund. This book was released on 1995-11-01 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the role of the labor market in the transmission process of adjustment policies in developing countries. It begins by reviewing the recent evidence regarding the functioning of these markets. It then studies the implications of wage inertia, nominal contracts, labor market segmentation, and impediments to labor mobility for stabilization policies. The effect of labor market reforms on economic flexibility and the channels through which labor market imperfections alter the effects of structural adjustment measures are discussed next. The last part of the paper identifies a variety of issues that may require further investigation, such as the link between changes in relative wages and the distributional effects of adjustment policies.
