The purpose of this study is to avoid delays that occur in construction projects especially in post disaster circumstances whether it they were natural or manmade due to their particular national and humanitarian importance. We presented a theoretical and practical concept for projects management in the field of construction industry that deal with a range of global and local trails. This study sheds light on the reconstruction industry in Iraq (Baghdad as a case study) experiences, comparing them to different experiences of different countries and returning to comparing the theoretical framework as an integrated strategy for reconstruction in Iraq and other countries that suffer the same circumstances and cause delay in time and cost in construction projects. This study aimed to identify the factors of effective delay in construction projects in Iraq that affect the time and the specific quality cost, and find the best solutions to address delays and solve the problem by setting parameters to restore balance in this study. 30 projects were selected in different areas of construction were selected as a sample for this study. These projects were selected due to their different level of vulnerability. Twelve delay factors were selected for this study. The study focused on the most common and repeated delay factors in construction projects in Iraq (Baghdad as a case study). Delay factors were owner failure (O.F), newly added holidays (HO), redesigning and changing orders (RD), changing site location (CSP), contractor failure (ContF), security status (SS), consultant failure (ConsF), preparing projects delay (DPP), laboratory tests delay (LTD), low prices (LP), external factors (EF) and weather factors (WF).
