Highly automated systems would, proponents argued, simplify the pilot's tasks while increasing his lethality in the air, thereby opening fighter aviation to broader segments of the population. However, these new systems often required new, unique skills, which the pilots struggled to identify and develop. Moreover, the challenges that accompanied these technologies were not restricted to individual fighter cockpits, but rather extended across the pilots' tactical formations, altering the social norms that had governed the fighter pilot profession since its establishment. In the end, the skills that made a fighter pilot great in 1980 bore little resemblance to those of even thirty years prior, despite the precepts embedded within the "myth of the fighter pilot." Book excerpt: The belief that airpower is inherently offensive is a recurrent theme throughout airpower theory and doctrine. Before World War I, dogmatic belief in the dominance of the offense in land warfare affected the military decisions which resulted in the disaster of the trenches. Termed the “cult of the offensive” by scholars, faith in offense became so unshakable in pre-1914 Europe that military organizations dismissed as irrelevant the numerous indications of the waning power of the offense as technological developments strengthened the defense. With airpower’s professed inclination for offense, could a cult of the offensive perniciously trap airpower doctrine and lead to similarly disastrous consequences? The study begins by establishing the theoretical background necessary for case study analysis. Airpower defense is defined as those operations conducted to deny another force’s air operations in a designated airspace. Airpower offenses are those operations in the airspace defended by another, or operations conducted outside of one’s actively defended airspace. The relationship between offense and defense is dissected to discover that airpower defense enjoys neither an advantage of position nor of time, so traditional Clausewitzian views relative to the power of the defense do not apply to airpower. Next, the study describes those factors which may inject, or reinforce, a preferential bias for offense into airpower strategy and doctrine. A cult of the offensive is defined as an organizational belief in the power of offense so compelling that the military organization no longer evaluates its offensive doctrine objectively. This leads to an examination of the ramifications postulated to result from offensive ideology.

The air campaign, known as Operation Allied Force, was the first war against any sovereign nation in the history of NATO and the first major combat operation conducted for humanitarian purposes against a state committing atrocities within its own borders. This book examines the key political, diplomatic, and military processes that shaped NATO and U.S. management of the Kosovo crisis and shows how air power became the main instrument in their strategy to coerce the FRY to accede to NATO's demands. The book further shows that the military leaders set to execute the campaign had no clear strategic guidance on what the operation was to achieve and that the level of uncertainty was so high that the officers selecting the bombing targets watched NATO's military spokesman on CNN for guidance in choosing their targets. Henriksen argues that structures preceding the Kosovo crisis shaped the management to a much greater degree than events taking place in Kosovo and that the air power community's largely institutionalized focus on high-intensity conflicts, like the 1991 Gulf War, hampered them from developing strategies to fit the political complexities of crises. Because fighting and wars in the lower end of the intensity spectrum are likely to surface again, study of the Kosovo crisis offers lessons for future international conflicts in which the combination of force and diplomacy will play a very significant role.
