Book Idaho Water Rental Pilot Project Probability coordination Study Resident Fish and Wildlife Impacts

Download or read book Idaho Water Rental Pilot Project Probability coordination Study Resident Fish and Wildlife Impacts written by Eric J. Leitzinger and published by . This book was released on 2000 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: Phase III began in 1995 with the overall goal of quantifying changes in resident fish habitat in the Snake River basin upstream of Brownlee Reservoir resulting from the release of salmon flow augmentation water. Existing data, in the form of weighted usable area versus flow relationships, were used to estimate habitat changes for white sturgeon (Acipenser transmontanus) and rainbow trout (Oncorhynchus mykiss)in the Snake River between C.J. Strike Dam and Brownlee pool. The increased flows resulted in increased white sturgeon habitat for most life stages. Rainbow trout adult and spawning habitat increased while juvenile and fry habitat generally decreased. Whether or not these short term increases in habitat result in long term benefits to the fish populations has yet to be determined.

Book Phase I Water Rental Pilot Project

Download or read book Phase I Water Rental Pilot Project written by and published by . This book was released on 1992 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Idaho Water Rental Pilot Project was implemented as a part of the Non-Treaty Storage Fish and Wildlife Agreement (NTSA) between Bonneville Power Administration and the Columbia Basin Fish and Wildlife Authority. The goal of the project is to improve juvenile and adult salmon and steelhead passage in the lower Snake River with the use of rented water for flow augmentation. The primary purpose of this project is to summarize existing resource information and provide recommendations to protect or enhance resident fish and wildlife resources in Idaho with actions achieving flow augmentation for anadromous fish. Potential impacts of an annual flow augmentation program on Idaho reservoirs and streams are modeled. Potential sources of water for flow augmentation and operational or institutional constraints to the use of that water are identified. This report does not advocate flow augmentation as the preferred long-term recovery action for salmon. The state of Idaho strongly believes that annual drawdown of the four lower Snake reservoirs is critical to the long-term enhancement and recovery of salmon (Andrus 1990). Existing water level management includes balancing the needs of hydropower production, irrigated agriculture, municipalities and industries with fish, wildlife and recreation. Reservoir minimum pool maintenance, water quality and instream flows are issues of public concern that will be directly affected by the timing and quantity of water rental releases for salmon flow augmentation, The potential of renting water from Idaho rental pools for salmon flow augmentation is complicated by institutional impediments, competition from other water users, and dry year shortages. Water rental will contribute to a reduction in carryover storage in a series of dry years when salmon flow augmentation is most critical. Such a reduction in carryover can have negative impacts on reservoir fisheries by eliminating shoreline spawning beds, reducing available fish habitat, and exacerbating adverse water quality conditions. A reduction in carry over can lead to seasonal reductions in instream flows, which may also negatively affect fish, wildlife, and recreation in Idaho. The Idaho Water Rental Pilot Project does provide opportunities to protect and enhance resident fish and wildlife habitat by improving water quality and instream flows. Control of point sources, such as sewage and industrial discharges, alone will not achieve water quality goals in Idaho reservoirs and streams. Slow, continuous releases of rented water can increase and stabilize instream flows, increase available fish and wildlife habitat, decrease fish displacement, and improve water quality. Island integrity, requisite for waterfowl protection from mainland predators, can be maintained with improved timing of water releases. Rebuilding Snake River salmon and steelhead runs requires a cooperative commitment and increased flexibility in system operations to increase flow velocities for fish passage and migration. Idaho's resident fish and wildlife resources require judicious management and a willingness by all parties to liberate water supplies equitably.

Book Sharing Success Owning Failure Preparing to Command in the Twenty First Century Air Force

Download or read book Sharing Success Owning Failure Preparing to Command in the Twenty First Century Air Force written by Colonel Usaf David L Goldfein and published by CreateSpace. This book was released on 2012-08-17 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Command is the ultimate service. It is a time when we have the singular responsibility to create and lead strong Air Force units. A time when our passion for our Air Force and our vision for its future must be overwhelmingly clear. Early in the "Developing Aerospace Leaders" initiative, we began to focus on the way in which the institution teaches leadership and prepares airmen for command. What we found was a wide range of practices and a wide range of expectations - a complicating factor in today's Expeditionary Aerospace Force. We realize that preparing our officers to command effective, mission-oriented units must be a deliberate process. It must develop our unique airman perspective, creating commanders who are able to communicate the vision, have credibility in the mission area, and can lead our people with inspiration and heart. The foundation of our institution's effectiveness has always been its leaders. Colonel Goldfein's work provides valuable lessons learned and serves as a worthwhile tool to optimize your effectiveness as a squadron commander. This book is a must-read, not only for those selected to command a squadron but for all our young officers, helping them understand what the requirements of squadron command will be. Remember, command is a unique privilege - a demanding and crucial position in our Air Force. "Sharing Success - Owning Failure" takes you a step closer to successfully meeting that challenge.
