Topan Setiadipura, S.Si., M.Si, M.Eng and expert in nanostructures for smart sensor devices held by Dr. Mati Horprathum from Thailand. In addition, presenters come from various Government and Private Universities, Institutions, Academy, and Schools. Some of them are researcher from The National Atomic Energy Agency, National Research and Innovation Agency, Institut Technology Bandung, Sriwijaya University, Indonesian Technology Institute, North Sumatera University, University of Surabaya, ITS, UGM, Udayana University, Brawijaya University, Jember University, UNRI, Nusa Cendana University, Widya Mandala Surabaya Catholic University, UPI, and several institutions. The additional information, there are 23 institutions including from national and international were interested and get involved in this conference. Besides that, there are 86 papers received by committee, some of which are presented orally in parallel sessions, and others are presented through abstract. The articles have been reviewed with double blind review before accepted and published by EAI publisher. Grateful thanks to Director and Vice Directors and especially for Rector of Unimed who always coordinate the organizing committee, and the team who keeps cooperating in running this conference. We strongly believe that the ICoSTA-2022 conference provides a good forum for all researcher, academician and practitioners to discuss all science and technology aspects that are relevant to sustainable human quality development. Book excerpt: Flexible Families examines the struggles among Nicaraguan migrants in Costa Rica (and their families back in Nicaragua) to maintain a sense of family across borders. The book is based on more than twenty-four months of ethnographic fieldwork in Costa Rica and Nicaragua (between 2009 and 2012) and more than ten years of engagement with Nicaraguan migrant communities. Author Caitlin Fouratt finds that migration and family intersect as sites for triaging inequality, economic crisis, and a lack of state-provided social services. The book situates transnational families in an analysis of the history of unstable family life in Nicaragua due to decades of war and economic crisis, rather than in the migration process itself, which is often blamed for family breakdown in public discourse. Fouratt argues that the kinds of family configurations often seen as problematic consequences of migration—specifically single mothers, absent fathers, and grandmother caregivers—represent flexible family configurations that have enabled Nicaraguan families to survive the chronic crises of the past decades. By examining the work that goes into forging and sustaining transnational kinship, the book argues for a rethinking of national belonging and discourses of solidarity. In parallel, the book critically examines conditions in Costa Rica, especially the ways the instabilities and inequalities that have haunted the rest of the region have begun to take shape there, resulting in perceptions of increased crime rates and a declining quality of life. By linking this crisis of Costa Rican exceptionalism to recent immigration reform, the book also builds on scholarship about the production and experiences of immigrant exclusion. Flexible Families offers insight into the impacts of increasingly restrictive immigration policies in the everyday lives of transnational families within the developing world.

The rule sets ceilings on nominal expenditure growth for current and total expenditures linked to past nominal GDP growth and debt levels. The rule—explicitly identified in the Law 9635—is transparent, relatively simple, and allows flexibility in crises through an escape clause. The rule has been instrumental in the policy framework. It not only guides the fiscal policy in the budget, but also coalesces public opinion on the need for fiscal discipline. Along with other fiscal reforms, the government commitment to the fiscal rule has been instrumental to fiscal adjustment in 2021-22.

Book excerpt: At the request of the Ministry of Finance, a mission from the International Monetary Fund visited San Jose. The purpose of the mission was to assess the proposal to a universal basic pension and to estimate its fiscal and welfare impact on the budget, on pension schemes, and on old age income poverty. Costa Rica is entering a demographic transition which will see the old age dependency ratios significantly worsen in the coming 20 years. The long-term financial sustainability of the general social security pension scheme (IVM) is a concern, despite various reforms introduced over the past three decades and the scheme’s reserves are expected to be exhausted by the mid-2030s. The government’s proposal intends to address financial sustainability, the adequacy of coverage and of benefit levels, as well as distributional equity through the introduction of a universal basic pension. The IMF team’s assessment is that the proposal is unlikely to fully meet its stated objectives. The proposal will worsen social security pension scheme’s financial sustainability and create additional financing needs. This will translate into an accelerated exhaustion of IVM reserves and, after the reserves are depleted, require significant adjustments to IVM parameters or higher government transfers. Old age income security may be more effectively addressed, with less pronounced fiscal side-effects, through improving coverage and compliance in IVM and expanding the reach of the social pension scheme. The primary instruments of achieving these goals are: (a) amending the rules undermining compliance with registration and wage reporting regulations in the contributory schemes, (b) improving coordination between tax and contribution collection agencies, (c) amending the regulations governing eligibility for noncontributory social pensions and (d) ensuring the noncontributory social pension is adequately financed.
