Many developing countries are now experimenting with establishing new institutional arrangements for managing water at the river basin level.This book, based on research by IWMI and others, reviews basin management in six developed and developing countries. It describes and applies a functional theory of river basin management, based on the idea that there is a minimum set of functions required to manage basins effectively and a set of basic conditions that enable effective management institutions to emerge. The book examines the experiences of both developed and developing countries in order to see what lessons can be learned and to identify what constitutes the core of a 'theory of river basin management'. It concludes that although it is difficult for developing countries to adopt approaches and institutional designs directly from developed countries, basic principles and lessons are transferable.

Book excerpt: In the context of water management, structures that measure the flow rate in open channels are used for a variety of purposes: (i) In hydrology, they measure the discharge from catchments; (ii) In irrigation, they measure and control the distribution of water at canal bifurcations and at off-take structures; (iii) In sanitary engineering, they measure the flow from urban areas and industries into the drainage system; (iv) In both irrigation and drainage, they can control the upstream water at a desired level. This thesis represents an attempt to place such flow measurements on a solid foundation by explaining the theory of water flow through 'long-throated flumes' and their hydraulically related 'broad-crested weirs'. On the basis of this theory, and on practical experience, these structures are recommended for use whenever the water surface in the channel at the measuring site can remain free. The thesis concludes with a design procedure that will facilitate the application of these structures. The idea to undertake research on discharge measurement structures was born upon my appointment as the first civil engineer with the International Institute for Land Reclamation and Improvement (ILRI). Because my recruiter, Ir. Institutions that fail to respond to shifting socio-economic opportunities are thus forced to make new arrangements. The enigma is posed by developments on the ground. Why would the removal of authoritarian institutions during the Arab Spring or Iraq War not increase market efficiency but rather cause the reverse, while China and India, despite persisting insecure, informal and common institutions, featured sustained growth? This collection posits that understanding these paradoxes requires a refocusing from form to function, detached from normative assumptions about institutional appearance. In so doing, three things are accomplished. First, starting from case studies on land, it is ascertained that the argument can be meaningfully extended to labour, capital and beyond. Second, the argument validates the ‘Credibility Thesis’ – that is, once institutions persist, they fulfil a function. Third, the collection studies ‘development, broadly construed’, by including the modes of production and beyond, the rural and urban, the developed and developing. This is why it reviews property rights from China and India, to Turkey, Mexico and Malaysia, covering issues such as customary rights and privatization, mining and pastoralism, dam-building and irrigation, but also state-owned banks, trade unions and notaries. Book excerpt: The efficient use of natural resources is key to a sustainable economy, and yet the complexities of the physical aspects of resource efficiency are poorly understood. In this challenging book, the author proposes a major advance in our understanding of this topic by analysing resource efficiency and efficiency gains from the perspective of common pool resources, applying this idea particularly to water resources and its use in irrigated agriculture. The author proposes a novel concept of "the paracommons", through which the savings of increased resource efficiency can be viewed. In effect he asks; "who gets the gain of an efficiency gain?" By reusing, economising and avoiding losses, wastes and wastages, freed up resources are available for further use by four ‘destinations’; the same user, parties directly connected to that user, the wider economy or returned to the common pool. The paracommons is thus a commons of – and competition for – resources salvaged by changes to the efficiency of natural resource systems. The idea can be applied to a range of resources such as water, energy, forests and high-seas fisheries. Five issues are explored: the complexity of resource use efficiency; the uncertainty of efficiency interventions and outcomes; destinations of freed up losses, wastes and wastages; implications for resource conservation; and the interconnectedness of users and systems brought about by efficiency changes. The book shows how these ideas put efficiency on a par with other dimensions of resource governance and sustainability such as equity, justice, resilience and access.
