Book excerpt: This study assessed the existence of policies, rules and regulations governing the use of ‘unmanned aerial vehicles’ (UAVs) – or drones – in all 79 African, Caribbean and Pacific (ACP) Group countries. The results are quite telling: as of April 2016, 73% of ACP countries did not have any rules or regulations in place; 19% had some regulations in place; and 8% were in the process of formulating them. The data gathered in the course of the study have been published on a site hosted by The Swiss Foundation for Mine Action (FSD) and are accessible at www.droneregulations.info. CTA hopes that this database will help to increase awareness of the rules and regulations surrounding UAV use, promote their responsible use and help to fully realise their potential in the management of crops, fisheries and other resources.

It has been written for all in air traffic services, from ab initio to the boardroom; it is important that the men and women in senior management positions have some knowledge and awareness of the fundamental problems that limit and enhance human performance.

Through that lens, the possibility of reconstructing the set of legal mechanisms that govern domestic and international administrative interaction in the global field of aviation safety is explored. This book demonstrates that a legal system is never complete but always develops in tandem with changing needs, i.e. the participation of the affected parties. Exploring the principles of GAL theory contributes to addressing the contemporary legal issues relating to state compliance with international aviation safety standards that would otherwise not be covered by customary international law. In particular, the principles of GAL theory regarding global governance and the ‘public’ character of global regulations, the role of individuals and states in global governance, and state sovereignty are considered valuable contributions to contemporary global aviation safety issues in practice. It is asserted in this book that proper checks and balances in global aviation safety can be improved by making these accessible to individuals by way of national courts. Finally, establishing public awareness of global aviation safety standards will eventually create greater pressure on states to implement and enforce them. In this regard, safety and security are of the utmost importance, both in terms of safe air navigation and the preservation of human life. Although the International Civil Aviation Organization (ICAO) addresses legal issues through its Legal Committee, many emerging issues that urgently require attention lie outside the Committee’s purview. This book analyzes in detail the items being considered by ICAO’s Legal Committee, considers the legal nature of ICAO, and discusses whether or not ICAO’s scope should be extended.
