Book excerpt: This book provides the first comprehensive overview of the most important water-related issues that centre on Italy, analysed from several disciplinary perspectives – such as hydrology, economics, law, sociology, environmental sciences and policy studies – in order to promote full understanding of the challenges the country is facing and the ways it could best tackle them. Despite the misconception that Italy is a water-scarce country, is in fact quite rich in water resources. Such resources, however, are unevenly distributed over the Italian territory. Italy’s northern regions rely on quite an abundant quantity of freshwater, whereas in the southern area water endowment is limited. Moreover, climatic differences between North and South contribute to widen the divide. This disparity has notable consequences of socio-economic character, some of which, in turn, feed back into the environmental conditions of Italian regions: pollution, floods, landslides and droughts are among the problems affecting the country. There are numerous features of water use and consumption that distinguish Italy from other comparable countries, such as the significant role played by agriculture (a water-intensive activity), a lead position in the consumption of bottled water, lower-than-average prices of water and a far-from-optimal efficiency of waterworks. All such aspects, and many others, make Italy an essential case study.

Main causes of these conflicts are characterised by complex socioeconomic and institutional issues related to urban water management. The debate about public water services versus private water supplies is frequently associated with conflicts over water price and affordability. On the other hand, the issue of centralisation versus decentralisation of water utilities is also often discussed in the context of institutional aspects of urban water management. These issues are intertwined and, thereby, a critical examination of socioeconomic and institutional aspects of urban water management in a holistic way is important for better understanding water conflicts in urban areas. Urban Water Conflicts - the output of a project by UNESCO's International Hydrological Programme on "Socioeconomic and Institutional Aspects in Urban Water Management" - presents a collection of essays on socioeconomic and institutional aspects of urban water management, focusing on water and sanitation services. The book examines interdisciplinary approaches to understanding and analysing conflicts that arise from inadequate urban water management. Conflict analysis is addressed in some essays by taking into account economic, environmental and social dimensions of sustainability. The issue of institutional conflicts between different levels of government is also discussed in some case studies.

Book excerpt: This book assesses both the effectiveness and efficiency of implemented Economic Policy Instruments (EPIs) in order to achieve water policy goals and identifies the preconditions under which they outperform alternative (e.g. regulatory) policy instruments and/or can complement them as part of complex policy mixes. The development of a consolidated assessment framework helps clarify (and where possible, quantify) the effectiveness of each EPI on the basis of different criteria. Outcome-oriented criteria describe how the EPIs perform. They include intended and unintended economic and environmental outcomes and the distribution of benefits and costs among the affected parties. These steps consider the application of cost effectiveness and cost benefits analysis, e.g. to assess ex-post performance of the EPI. Process criteria describe the institutional conditions (legislative, political, cultural, etc.) affecting the formation and operation of the EPI studied (particularly relevant for assessing the possible impacts of using economic instruments), the transaction costs involved in implementing and enforcing the instruments and the process of implementation. Case studies from Cyprus, Denmark, France, Germany, Hungary, Italy, the Netherlands, Spain and the United Kingdom, as well as from Australia, Chile, Israel and the USA are presented in this book. A wide variety of EPIs are also covered, including water-pricing schemes (tariffs, environmental taxes, environmental charges or fees, subsidies on products and practices), trading schemes (tradable permits for abstraction and pollution) and cooperation mechanisms.
