Book excerpt: Although hypersonics has been with us for over 50 years, the great advantages of very high speed flight have not been brought to engineering fruition. The present paper gives a brief overview of hypersonic flight, including the often neglected chemical reactions and upper atmospheric characteristics which MUST be included for realistic studies. The lack of ground test facilities with COMPLETE simulation of hypersonic flight is, in the author's view, a major impediment to ever developing, in some rational way, hypersonic vehicles with very high performance. There has been little facility research since the early 1970's and NO continuing effort to examine possible solutions because of the long lead time required to research and test such techniques. At the same time, current and future systems, which might take advantage of a very high speed flight regime, are severely handicapped by long lead times (beyond the project plans), and the expense of funding the research and development needed. Long lead times and expensive test set-ups are required to evaluate ANY hypersonic facility proposal, but flight test development is even more costly and time consuming. Modern computational capability and new knowledge bases in several key areas have been developed (briefly reviewed in the report) BUT, detailed testing is needed to validate concepts and preliminary designs. If we can't build a ground test facility, I suggest we can't build a vehicle!

For completeness, all three phases of the work are briefly described in this report. The goal was to develop methods of predicting flight control forces and moments for hypersonic vehicles which could be used in a preliminary design environment. The first phase included a preliminary assessment of subsonic/supersonic panel methods and hypersonic local flow inclination methods for such predictions. While these findings clearly indicated the usefulness of such methods for conceptual design activities, deficiencies exist in some areas. Thus, a second phase of research was conducted in which a better understanding was sought for the reasons behind the successes and failures of the methods considered, particularly for the cases at hypersonic Mach numbers. This second phase involved using computational fluid dynamics methods to examine the flow fields in detail. Through these detailed predictions, the deficiencies in the simple surface inclination methods were determined. In the third phase of this work, an improvement to the surface inclination methods was developed. This used a novel method for including viscous effects by modifying the geometry to include the viscous/shock layer. One is that airbreathing hypersonic flight became the topic of technology programmes and extended system studies. The other is the emergence and maturing of the discrete numerical methods of aerodyn- ics/aerothermodynamics complementary to the ground-simulation facilities, with the parallel enormous growth of computer power. Airbreathing hypersonic flight vehicles are, in contrast to aeroassisted re-entry vehicles, drag sensitive. They have, further, highly integrated lift and propulsion systems. This means that viscous eflFects, like boundary-layer development, laminar-turbulent transition, to a certain degree also strong interaction phenomena, are much more important for such vehicles than for re-entry vehicles. This holds also for the thermal state of the surface and thermal surface effects, concerning viscous and thermo-chemical phenomena (more important for re-entry vehicles) at and near the wall. The discrete numerical methods of aerodynamics/aerothermodynamics permit now - what was twenty years ago not imaginable - the simulation of high speed flows past real flight vehicle configurations with thermo-chemical and viscous effects, the description of the latter being still handicapped by in sufficient flow-physics models. The benefits of numerical simulation for flight vehicle design are enormous: much improved aerodynamic shape definition and optimization, provision of accurate and reliable aerodynamic data, and highly accurate determination of thermal and mechanical loads. Truly mul- disciplinary design and optimization methods regarding the layout of thermal protection systems, all kinds of aero-servoelasticity problems of the airframe, et cetera, begin now to emerge.

These features enable such missiles to penetrate most missile defenses and to further compress the timelines for a response by a nation under attack. Hypersonic missiles are being developed by the United States, Russia, and China. Their proliferation beyond these three could result in other powers setting their strategic forces on hair-trigger states of readiness. And such proliferation could enable other powers to more credibly threaten attacks on major powers. The diffusion of hypersonic technology is under way in Europe, Japan, Australia, and India--with other nations beginning to explore such technology. Proliferation could cross multiple borders if hypersonic technology is offered on world markets. There is probably less than a decade available to substantially hinder the potential proliferation of hypersonic missiles and associated technologies. To this end, the report recommends that (1) the United States, Russia, and China should agree not to export complete hypersonic missile systems or their major components and (2) the broader international community should establish controls on a wider range of hypersonic missile hardware and technology.
